- aiming at further development of friendship between the people of both states;
- considering long experience of cultural ties between Tajikistan and Ukraine;
- realizing great value of culture and art for development of mutual understanding between the people of both countries and strengthening of interstate bonds;
- being guided by provisions of the Helsinki Final Act, and also other documents of Organization for Security and Cooperation in Europe.

The parties will cooperate for creating favorable conditions for development of mutually beneficial cooperation in the field of culture and art and will encourage for this purpose:
- exchange on commercial or nonprofit basis in the field of scenic activities: drama, opera and ballet art, and also music, circus, platform;
- exchange of information about cultural life in each of the countries;
- cooperation between the museums, libraries and archives of two countries;
- exchange art, photo and book exhibitions.
The parties will promote experience exchange between cultural institutions and arts, and also to establishment of contacts between the creative Writers' Unions, artists, composers, employees of theater and cinema, other relevant public organizations, and also cultural figures and arts.
The parties agreed regularly to carry out exchange of specialists and different spheres of culture and art, library science.
Each of the Parties will invite representatives the second the Parties to the corresponding scientific and practical conferences, seminars and meetings which will be held in the territory of both states.
