being guided by the principles of the Contract on eternal friendship between the Republic of Kazakhstan and the Kyrgyz Republic signed on April 8, 1997 in the city of Almaty

for the purpose of provision to citizens of the states of the Parties of the favorable mode of implementation of individual business activity in the territories of the states of the Parties,

including priority task of ensuring protection of the rights and legitimate interests of citizens of the states of the Parties,

considering cooperation on streamlining of migratory processes in the territories of the states and the prevention of illegal migration by the important direction of regulation of interaction,

agreed as follows:

Article 1

Action of this agreement extends to persons who are citizens of the states of the Parties which reached eighteen-year age who drove on the territory of the state of other Party under the valid identity documents, according to the national legal system of this state and international treaties which participants are the states of the Parties and which temporarily perform individual business activity without formation of legal entity in the territory of the state of this other Party (further - the host state) according to this agreement.

This Agreement is not applied on the relation:

to refugees and displaced persons;

to illegal immigrants;

to persons coming for the purpose of education;

to persons who are the accredited staff of representations of legal entities of the states of the Parties and to members of their families;

to persons which are in the territories of the states of the Parties in business trip.
