Chapter I. General provisions

Article 1. Concept of political party

Political party - the non-commercial legal entity who is created by citizens of the Azerbaijan Republic according to this Law, with intention to participate in political life of the country, forming and expression of political will of citizens.

Article 2. Legislation of the Azerbaijan Republic on political parties

The legislation of the Azerbaijan Republic on political parties consists of the Constitution of the Azerbaijan Republic, international treaties of the Azerbaijan Republic, this Law and other legal acts of the Azerbaijan Republic.

Chapter II. Principles of creation and activities of political parties

Article 3. Principles of creation and activities of political parties

Political parties are created and act on the basis of liberty principles of associations, voluntariness, equality of their members, self-government, legality and publicity.

Activities of political parties cannot be directed to restriction of the basic rights and freedoms of man and citizen belonging to his members who are reflected in the Constitution of the Azerbaijan Republic, international treaties of the Azerbaijan Republic and other legal acts of the Azerbaijan Republic.

Article 4. Conditions of creation of political parties

Political parties are under construction on territorial sign. Placement of the organizations of political parties in state bodies and local government bodies is not allowed.
