recognizing existence of single systems of communication in each of two countries,

aiming to develop mutually beneficial cooperation in the field of communication, to provide smooth functioning of networks and means of electric and mail service in both states, and also to enhance legal regulation in this sphere,

agreed as follows:

Article 1

The parties will build the relations in the field of communication according to the commonly accepted regulations and the principles of international law, provisions of acts of Universal Postal Union and recommendations of International union of telecommunication.

The questions which are not settled by this agreement, and also international agreements which participants are the Russian Federation and the Republic Georgia will be solved by agreement according to the legislation of each of the states.

Article 2

The parties provide uninterrupted acceptance, processing, transportation and delivery to addressees of all sent mailings in the territories of the states, and also provide mutual services in distribution of the periodicals registered in accordance with the established procedure.

Article 3

The parties provide exchange of postal orders between physical persons and legal entities of Russia and Georgia.

Calculations for translated transactions between administrations of communication of the Parties will be regulated by free standing agreements.

Article 4

The parties resolve transit issues through the territories of the states of all types of electric communication, mailings and special communication, transfer of TV schedules and broadcasting on mutually advantageous conditions.
