Concerning application of the Agreement between the Government of the Russian Federation and the Government of the Republic Georgia about the international automobile communication signed in Tbilisi on February 3, 1994 the agreement as follows is reached:

1. The term "carrier" means any physical person or legal entity allowed according to the domestic legislation of the country to implementation of international carriages.

The term "vehicle" means:

a) in transit loads - the cargo vehicle, the trailer hauling truck, the tractor truck or the tractor truck with semitrailer truck;

b) in transit passengers - the bus, that is the vehicle intended for transportation of passengers and having at least 8 places for sitting apart from the driver, and also trail car for luggage transport of passengers.

The term "regular transportations of passengers" means the transportations of passengers performed by vehicles of Contracting Parties on in advance approved route, the schedule and rate with indication of initial and final Items of movement and stopping points.

The term "irregular transportations" means all other transportations.

The term "transit transportations" means transportations of passengers and loads through the territory of one of Contracting Parties in case of which the points of departure and appointments are out of the territory of this Contracting Party.

The term "health control" means sanitary, veterinary, and also phytosanitary control.

The term "permission" means the document resolving entrance and departure of the vehicle of one Contracting Party from the territory of other Contracting Party or granting the right to journey transit through the territory of other Contracting Party.

2. In this agreement sense it is necessary to understand as competent authorities:

from the Russian Side - the Ministry of Transport of the Russian Federation;

from the Georgian Side - Department of road transport of the Republic Georgia.
