confirming the commitment to the purposes and the principles of the Charter of the UN, to the Helsinki Final Act, the Parisian Charter for New Europe and to other fundamental documents accepted within Organization for Security and Cooperation in Europe

recognizing priority of international law in the relations between the states,

aiming at consolidation of peace and cooperation on the Euro-Asian continent,

being sure that similarity of historical destinies, the community of language, culture, customs of the Kazakh and Azerbaijani people create favorable basis for development of close cooperation,

considering that development of the relations of friendship, neighborliness and mutually beneficial cooperation corresponds to vital interests of the people of both states, serves cause of peace and safety,

in view of need of strengthening of the contractual legal base of the bilateral relations,

decided to sign this Agreement and agreed as follows:

Article 1

High contracting parties build the relations as the friendly states and develop the relations in political, economic, trade, scientific and technical, ecological, cultural and other areas on the basis of the principles of respect of independence and sovereignty, equality, mutual advantage and non-interference to internal affairs of each other.

Article 2

Each of High contracting parties will not participate in any unions or blocks directed against interests of other High contracting party.

High contracting parties not allow uses of the territories, systems of communications and other infrastructures by the third state for implementation of aggression against other High contracting party, not to give any help to the third states in case of armed conflicts from one of High contracting parties.
