being guided by the Contract between the Russian Federation and the Republic of Armenia on the Russian military base in the territory of the Republic of Armenia of March 16, 1995,

relying on mutual aspiration to observance of the Universal Declaration of Human Rights, Convention on the Rights of the Child, aiming at their practical realization,

agreed as follows:

Article 1

For the purposes of this agreement the specified concepts mean:

"preschool institution" - the organization of preschool education of the Ministry of Defence of the Russian Federation (kindergarten, day nursery gardens) intended for education of children of the military personnel and civil personnel of the Russian military base;

"administration" - the manager of preschool institution, the assistant manager on educational and methodical work, the supply manager;

"teaching staff" - tutors, educational psychologists, musical directors, teachers-speech pathologists, physical culture instructors.

Article 2

The Russian side will organize and contains two preschool institutions in Gyumri and one - in Yerevan.

The Armenian Side transfers to preschool institutions to temporary free use the necessary buildings, rooms and playgrounds suitable for accommodation of children and carrying out educational work. Providing preschool institutions with the electric power, heat and water supply, system of the sewerage is performed by the Armenian Side at the expense of means of the Russian Side.
