The accelerated forming of single customs space of three states is caused by the considerable rapprochement of management system reached recently their economies and the economic legislation.

According to the arrangement the tripartite Customs union will be created in two stages. On the first - tariff and quantitative restrictions in trade between members of the tripartite Customs union are cancelled, the identical trade regime, general customs tariffs and measures of non-tariff regulation concerning the third countries are set. At the second stage there will be consolidation of customs areas of three states in single customs area, customs control will be postponed from internal borders between them for external borders of the Customs union. For joint management of these processes the executive body of the Customs union will be created.

The governments of the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation consider that at the first stage of forming of the tripartite Customs union creation of number of conditions which accomplishment will allow to form single customs space is provided. Among them:

achievement of coordination in carrying out economic reforms and creation of the same, based on the market principles managing of the mechanism of regulation of economy, providing equal opportunities and guarantees for all business entities of the State Parties of the Customs union;

standardization of the foreign trade, customs, monetary, price, tax and other economic legislation;
