The government of the Russian Federation and the Government of the Kyrgyz Republic which are hereinafter referred to as with the Parties

aiming to promote accomplishment of provisions of the Final act of the Organization for Security and Co-operation in Europe, the documents of Organization for Security and Cooperation in Europe accepted after the Meeting and concerning cooperation in the field of information and the humanitarian sphere, proceeding from need of further development of historically developed welfare, scientific and technical bonds, and also following recommendations of International union of telecommunication,

considering traditional interest of the population of the Kyrgyz Republic in programs of the Russian telebroadcasting organizations,

agreed as follows:

Article 1

The parties will develop cooperation on creation of favorable legal, organizational and economic conditions for ensuring broadcasting and distribution of programs of the Russian telebroadcasting organizations in the territory of the Kyrgyz Republic for the purpose of satisfaction of cultural and information needs of citizens, further strengthening of traditional ties between two countries.

The parties agree that broadcasts of programs of the Russian telebroadcasting organizations are performed in Russian.

Article 2

The Russian side will assist increase in level of pithiness and audiovisual attractiveness of teleradio programs, extended and unbiased interpretation in information programs of urgent problems socially - political, economic, scientific and cultural nature.

Article 3

The Kyrgyz side will develop and will perform the necessary organizational and technical actions providing high-quality program reception of the Russian telebroadcasting organizations in the territory of the country, their free transit through the territory of the Kyrgyz Republic on contractual basis with the interested third party.
