State members of SCO, confirming the commitment to joint development on the basis of the principles and provisions of the Charter of the Shanghai Cooperation Organization and the Agreement on long-term neighborliness, friendship and cooperation of state members of SCO, consider as priority task maintenance of constructive dialogue and deepening of close interaction and partnership for joint search of effective solutions of global and regional problems with use of the growing potential and the international authority of SCO.

2. State members of SCO consider that international cooperation is the fundamental and efficient tool in counteraction to new challenges and threats, overcoming global financial crisis, ensuring energy and food security and the solution of such pressing problem as climate change.

3. The situation which developed in world economy and finance testifies to need of enhancing cooperation of the world community in the field of control and management of the international finance, prevention of common efforts of increase and distribution of risks of financial crisis, preserving stability of economy.

State members of the Organization intend to make together with the world community efforts for the forming of more fair, equal, comprehensive and arranged international financial procedure considering real ratio of interests of all his participants and opening equal access to all states to globalization benefits.

Interaction and information exchange in the international financial sphere and in questions of overcoming effects of the global financial crisis on space of SCO shall be for this purpose strengthened.
