About additional measures for stimulation of increase in production and improvement of quality of wall materials

In pursuance of the State program "Year of development and improvement of the village" and for the purpose of growth in volumes of production of high-quality wall construction materials due to creation new and upgrades of operating plants, implementations of the modern energy-saving technologies providing cost reduction of production and reduction of price of finished goods and on this basis of the most complete saturation of the domestic market, the growing demand of the population performing housing construction, especially in the rural zone by them:

1. Approve the Program of creation of new modern capacities for production of burned brick developed by the Ministry of Economics, the Ministry of Finance of the Republic of Uzbekistan, JSC Uzstroymaterialy together with the interested departments and the companies for 2009 - 2011 according to appendix.

To the Cabinet of Ministers of the Republic of Uzbekistan in two weeks to approve the complex organizational and technical actions for realization of adopted agenda providing:

commissioning at the scheduled time of new capacities on production of the wall materials equipped with modern energy-saving technologies including use of mini-technologies;

implementation till January 1, 2010 of upgrade of operating plants - producers of burned brick with replacement of non-standard, uneconomical furnaces on special power - and resource-saving technologies;

widespread introduction of new modern industrial technologies of construction of facilities on the basis of application of alternative types of wall materials, including with use of combined, composition and small-block designs.

2. Establish procedure according to which:

for the period from July 1, 2009 to January 1, 2012 the companies making burned brick on the basis of modern energy-saving technologies with use of special furnaces (ring, tunnel, etc.), are exempted from payment of all types of tax, obligatory contributions to the state trust funds (except for single social payment) and Fund of reconstruction, capital repairs and equipment of educational institutions;
