Introduction
After ten years of dynamic economic growth Russia faces the most serious economic challenges. The world economic crisis leads to production fall, unemployment growth, decrease in the income of the population. Its impact to Russia has the specifics. It is connected with cumulative deformations of structure of economy, high dependence on export of natural resources, weak competitiveness of non-oil sectors of economy, backwardness of number of market institutes, including financial.
World GDP according to forecasts will decrease in 2009 almost on half-percent, in the USA - on 2, percent, in Japan - by 5-5,8 percent. The economy of the European Union can be reduced by percent 2,1-2,5. Practically in all countries the income of the population will decrease considerably. Positive growth rates will remain in India and China, but also there they will fall almost twice in comparison with previous years. In Russia GDP can also decrease more than by 2 percent.
Since September, 2008 when the world economic crisis began to make serious impact on the Russian economy, the Government of the Russian Federation and the Bank of Russia started implementation of crisis response measures. According to the order of the President of the Russian Federation D. A. Medvedev in November, 2008 the action plan, directed to improvement of situation in the financial sector and separate industries of economy is approved. It includes the operational measures designed to protect citizens and national economy from crisis shock, to keep viability of the Russian financial system. Now implementation of this plan is generally complete. The taken crisis response measures allowed not to allow growths of crisis, its transition to the forms menacing to bases of functioning of economy. In today's conditions it allows to be concentrated both on the solution of the current anti-recessionary tasks, and on creation of bases for sustainable social and economic development of the country during the post-crisis period.
The program of crisis response measures of the Government of the Russian Federation for 2009 (further - the program) is the document determining priority tasks by overcoming the crisis phenomena in national economy and way of their decision.
The program provides optimum combination of the crisis response measures and long-term projects oriented to construction of new, more effective economy. It is necessary to refer accomplishment of social obligations of the state to citizens, preserving and development of industrial and technological potential, activation of the internal demand, development of the competition and decrease in administrative pressure upon business, increase in stability of national financial system to priorities of the program. Macroeconomic balance will be provided, to be maintained rate on stability of national currency and consecutive decrease of the inflation rate. The actions increasing efficiency and competitiveness of economy and accelerating its transition to innovative type of development according to the Concept of long-term social and economic development of the Russian Federation for the period till 2020 and the Main activities of the Government of the Russian Federation for the period till 2012 will be at the same time activated. Building-up of human potential, upgrade of health care and the pension system, education and national innovative system, creation of technological and infrastructure backlogs on the future concern to them. Development of market institutes will be consistently provided.
The program considers the solutions of Heads of States and Governments developed at the summit of "Group of Twenty" which took place on April 2, 2009 in London. Measures for recovery of rates of economic growth and expansion of number of workplaces, strengthening of financial system and financial regulation, renewal of full-scale crediting, protectionism control belong to their number.
Basic provisions of the program were provided within the report of the Government of the Russian Federation on results of its activities for 2008 with which the Russian Prime Minister V. V. Putin in the State Duma acted on April 6, 2009.
Program actions are considered in parameters of the federal budget for 2009 which has pronounced anti-recessionary nature. The predicted income in 2009 is reduced to 6713, by 8 billion rubles against 10927, in 1 billion rubles approved by the Federal Law of November 24, 2008 No. 204-FZ "About the federal budget for 2009 and for planning period of 2010 and 2011" (further - the Federal Law No. 204-FZ). It demanded essential restructurization of expenses of the federal budget according to priorities of anti-recessionary policy. The total value of expenses increases to 9692, 2 billion rubles against 9024, 7 billion rubles provided by the Federal Law No. 204-FZ. At the same time the budgeted expenses which are not meeting program priorities are reduced on 943, by 3 billion rubles, and expenses which are directly connected with financial provision of program actions are increased on 1379, by 9 billion rubles.
The social and economic policy of the Government of the Russian Federation and budget projections for the medium term (2010-2012) will be developed taking into account projects on realization of the Main activities of the Government of the Russian Federation for the period till 2012 proceeding from need:
carrying out the institutional transformations providing development of human capital, increase in efficiency of education, health care, provision of pensions, improvement of housing conditions, development of the sphere of culture;
reducings differentiation of the population on the level of the income;
decrease in dependence of economic growth on export of fuel primary goods, development of the internal demand and the competition in the goods markets;
increases in security of private property, enhancement of economic institutes, consecutive decrease in role of the state as owner of industrial and financial assets;
significant increase in innovative activity and acceleration of technological upgrade of industries of economy, stimulation of increase in resource-and energy efficiency;
developments of production infrastructure;
ensuring macroeconomic balance, reducing budget deficit, decrease in the rate of inflation and interest rates, stability of ruble and increase in its international attractiveness;
increases in efficiency and reliability of bank system, forming of the firm financial market;
reduction of regional differentiation, acceleration of development of depressive and underdeveloped regions.
1. Priorities of anti-recessionary actions
The government of the Russian Federation will use all available instruments of economic and social policy for the purpose of support of citizens and non-admission of destructive processes in the social sphere and in national economy, providing along with it the solution of strategic tasks of social and economic development.
The government of the Russian Federation will perform the activities proceeding from the following priorities.
The first priority - accomplishment in full social obligations of the state to the population and human development.
Support will be given to citizens and families, by the most injured during economic crisis. Social protection of the population is strengthened, necessary amounts and quality of social and medical services, availability of high-quality and safe medicines are provided. Scales of activities of the state in the field of employment, including unemployment growth control, development of programs of retraining of workers, rendering targeted support to citizens in employment will be expanded.
Upgrade of the pension system will begin. The public assistance, upgrade of health care and education, including structural transformations necessary for this purpose will be activated.
Necessary measures of support will be rendered to the citizens acquiring housing. The state will promote implementation of the housing programme and development of mortgage lending.
The second priority - preserving and development of industrial and technological potential for future growth.
Activities of the Government of the Russian Federation in this sphere will be directed to creation of conditions for essential increase in efficiency of the Russian companies. At the same time the help of the state will not substitute responsibility of business. On support has the right to expect only those companies which are oriented to updating, growth of efficiency and promotion the market of competitive products, but today experience temporary difficulties in connection with lack of credit and decrease in demand.
For preserving the major productions the state is ready to enter the capitals of the companies directly. Measures for strengthening of protection of interests of private owners of the companies, including minority shareholders will be at the same time taken.
The third priority - activation of the internal demand on the Russian goods as bases for recovery of economic growth. The government of the Russian Federation will make efforts to compensate compression of the markets, to weaken dependence on external factors, most effectively to involve internal resources.
Important role will be played by the internal demand from the state (the state investments and public procurements) in spheres of housing construction, development of transport infrastructure, the state defense order. Measures for protection of the domestic market and provision of preferences to domestic manufacturers according to the international practice will be taken. At the same time the main emphasis will be placed on recovery of business activity due to subsidizing of interest rates, development of leasing, support of consumer crediting.
The fourth priority - stimulation of innovations and structural adjustment of economy.
The Russian economy shall recover from crisis updated, stronger and modern. Support of the innovative projects including directed to technological updating of the companies, increase in resource-and energy efficiency will be expanded the state. Availability of the productivity program of work, use of energy-saving technologies and innovative development will become condition of provision of government assistance to the companies.
The priority of the public expenditures to development of high-tech industries, including avia - and shipbuilding, the space industry, nuclear power, the electronic and radio-electronic industry remains. Infrastructure backlogs for economic growth will be created at the same time, in particular, budgetary appropriations will increase by development of transport infrastructure, projects implementation in updating of the park of passenger transport.
The fifth priority - creating favorable conditions for economic recovery due to enhancement of the major market institutes, removal of barriers to business activity.
Actions for development of the competition and enhancement of anti-monopoly regulation will be performed. Excessive powers of executive bodies on control of business activity are reduced. The list of goods and services, subject to obligatory certification is reduced. Work on prevention and suppression of actions of corruption nature is sped up.
Special attention will be paid to support and stimulation of development of small and medium entrepreneurship. The package of measures for decrease in the tax burden of small business, expansion of access of small business entities to public procurements will be offered. Reduced rates for technological accession to power networks are established. Preferential rental rates in case of lease of federal property by the small and medium companies are determined.
The sixth priority - forming of powerful financial system as reliable basis for development of national economy.
The bank system shall become more effective, cleared of problem credit institutes. Measures for the following directions will be realized: expansion of resource base and increase in liquidity of financial system; increase in availability of bank loans to the companies of the real sector; ensuring sanitation of banks. Special attention will be paid to efficiency of acceptance and implementation of necessary decisions.
Measures for forming of the firm financial market attractive to domestic and foreign investors, creation of conditions for emergence of instruments of long-term investment are provided.
The seventh priority - ensuring macroeconomic stability, preserving trust of the Russian and foreign investors.
The government of the Russian Federation will pursue the responsible macroeconomic policy assuming exchange rate stability of ruble and decrease of the inflation rate. Efforts on control of increase in prices for essential goods and rates for housing and communal services services will be made.
The measures directed to reducing budget deficit will be realized. It is necessary to perform complex of actions for restructuring and optimization of payment commitments, to strengthening of special-purpose character and increase in efficiency of budgeted expenses.
Within monetary management by the Government of the Russian Federation and the Bank of Russia measures for decrease in interest rates and stimulation of growth of savings of the population will be realized.
Realization of noted priorities objectively requires temporary strengthening of role of the state in economic life of the country. The government of the Russian Federation with the maximum responsibility will approach all the actions not to create in economy of the wrong incentives, misstatements of motivations of the companies and the population undermining long-term perspectives of development. Priority of private initiative will be observed also in crisis conditions. At the same time participation of the state in economy in process of overcoming crisis will decrease.
Important role in overcoming crisis is played by cooperation with other countries, both on bilateral basis, and within the international organizations. Measures for acceleration of integration processes based on the Commonwealth of Independent States, forming of the Customs union of Russia, Belarus and Kazakhstan will be taken.
2. Accomplishment in full social obligations of the state to the population and human development
Unconditional priority is accomplishment of social obligations of the state to the population in full. General askhoda of the federal budget on these purposes (including the normative caused salary expenditures, grants, medicines, pensions) will constitute in 2009 4365, 4 billion rubles that exceeds the level of 2008 on percent 30,4. At the same time 8 billion rubles against 1873, will be allocated to 6 billion rubles for social policy and provision of pensions in 2009 from the federal budget 2458, in 2008.
The social payments and benefits financed from the federal budget and fund of social insurance of the Russian Federation will be indexed taking into account inflation. It belongs first of all to public welfare payments for children, the maternity (family) capital, and also to the payments made within the legislation on social support of separate categories of the citizens having the right to the government public assistance.
Increase in social security of families with children will be promoted by the decision on issue to citizens in 2009 one-timely for the current needs of 12 thousand rubles from means of the maternity (family) capital. At the same time the directions of its use remain the same: education of children, provision of pensions of mothers and acquisition of housing.
It is necessary to start upgrade of the pension system for the purpose of essential increase in the sizes of pensions and balance of the pension system.
In 2009 the decision on increase in the average size of social pensions to subsistence minimum of the pensioner will be realized. The average size of work pensions in 2009 will increase for 35 percent, in 2010 - for 45 percent. Pensioners, whose pension will appear below subsistence minimum of the pensioner in the specific region, will receive special social surcharge.
Since January 1, 2010 the money value of the pension rights acquired on January 1, 2002 will be increased by 10 percent and for 1 percent every year of working life prior to 1991.
The insurance principles of the pension system, including introduction of insurance premiums instead of unified social tax will gain development. At the same time, for the purpose of non-admission of increase in the tax burden of business, till January 1, 2011 the level of rate of insurance payments will not exceed the tax rate operating in 2009. Since January 1, 2010 the flat scale for charge of the insurance premiums levied from the limiting amount of annual earnings to 415 thousand rubles is established.
The priority national Health project will gain further development. In 2009 realization of package of measures for forming of healthy lifestyle, to reducing consumption of tobacco, alcohol, especially among youth will begin. Development of service of blood, enhancement of medical care to mothers and children, patients with vascular diseases, and also victims will be continued in case of the road accidents. Implementation of new package of measures for enhancement of medical care to persons having oncological diseases and tuberculosis will begin.
In general according to the Section "Health Care, Physical Culture and Sport" it is planned to increase budgetary appropriations from the federal budget to 335, of 1 billion rubles against 278, 2 billion rubles in 2008.
The government of the Russian Federation sets the task to keep availability of high-quality, effective and safe medicines.
State regulation of pricing on the drugs which are purchased at the expense of budgets will be strengthened. It is for this purpose planned:
enter marginal obligatory registration of selling prices of the producer for vital and major medicines;
establish control and responsibility of limiting observance of wholesale and retail allowances to the registered prices;
review the existing list of vital and major medicines, having provided increase in share of domestic medicines in it.
The most important direction of anti-recessionary actions of the Government of the Russian Federation - decrease in intensity in the labor market.
Since the beginning of year in 1,5 of time the maximum size of unemployment benefit is increased. The amount of additional subventions to budgets of subjects of the Russian Federation on realization of delegated powers on social support and rendering services to jobless citizens is increased on 33, by 95 billion rubles, including 29, in 8 billion rubles - by social support of the citizens recognized in accordance with the established procedure as the unemployed. Besides, on stabilization of situation in the labor market subsidies to budgets of subjects of the Russian Federation in the amount of 43, by 7 billion rubles are in addition provided in the federal budget.
In all subjects of the Russian Federation the regional programs providing professional training of workers in case of threat of massive layoff, creation of the temporary workplaces, the organization of moving dismissed for work to other area, development of small business and self-employment of jobless citizens are adopted. The cost of the adopted regional programs constitutes more than 25 billion rubles from which more than 90 percent become covered at the expense of subsidies from the federal budget.
Weekly monitoring of dismissals of workers in connection with liquidation of the organizations or reducing personnel, and also transfer of number of the companies is carried out to the mode of the reduced working hours. Knowledge of workers and employers concerning provision of guarantees for the state in the field of employment of the population, about situation in the labor market in subjects of the Russian Federation is increased. In all subjects of the Russian Federation work of counseling centers and telephone "hot lines" is organized. Work of information portal "Work in Russia" is organized. Information on vacancies is updated weekly. At the same time for performance improvement of work of the company shall be exempted from inefficient employment. At the same time it is necessary to provide competitiveness of the released workers in the labor market. With respect thereto is planned to direct more than 170 thousand people to professional training, retraining and advanced training, to organize about one million temporary workplaces and workplaces on social jobs, to give material support on realization of entrepreneurial initiative of 57 thousand people, to give address help when moving to other area of 15 thousand people. Retraining will be carried out based on the educational institutions which are selected as a result of tender which will be able to offer the most high-quality innovative training. Training of specialists in the field of housing and public utilities will be one of the important directions.
The significant contribution to the problem resolution of employment will be made by implementation of development programs of small business, joint with regions, within which about 500 thousand new workplaces will be created.
Special attention will be paid by the Government of the Russian Federation to preserving and creation of workplaces for disabled people who are in the most vulnerable situation in the labor market. In particular, jobs preservation for disabled people will be condition of allocation of the state support to systemically important and other companies.
For providing the priority right of the Russian citizens to employment quotas for involvement of foreign workers by subjects of the Russian Federation are twice reduced by vacant and newly created workplaces for 2009.
In the field of education operational crisis response measures will be concentrated first of all on support of students and assistance to their employment.
Actions for support of students will be realized. It is necessary to organize work on realization of the right of the students who are successfully trained on paid basis and being pressed for money to pass to training at the expense of means of the relevant budgets in the presence of vacant positions. It is planned to transfer to vacant budget positions more than 26 thousand students studying at contractual basis. Among measures of the state support - development of experiment in educational crediting with establishment of the lowered percent on the credit.
Important task is assistance to employment of graduates of educational institutions, it is difficult to them to find work in the conditions of crisis. Measures for preserving budget places on internal departments of higher education institutions at the level of 2008, on increase in budget places in magistracy to 35 thousand places (now - 20 thousand) and in postgraduate study to 29 thousand (increase by 3 thousand places) will be taken.
Monitoring of demand in specialists and work on professional orientation among graduates of educational institutions will be carried out. Redistribution of budget places for increase in training of specialists for high-technology sectors of economy, for agro-industrial and construction complexes is provided.
Adoption of law, allowing the educational and scientific organizations to create small enterprises will be important measure. Within creation of more 2,5 of one thousand small enterprises forming to 30 thousand workplaces, first of all for university graduates is expected. Employment of graduates of organizations of professional education will also be promoted by distribution of practice of target contractual training of students of older years on the basis of contracts with the companies.
Cultural development support remains the major direction. In general budgetary appropriations from the federal budget according to the Section "Culture, Cinematography, Mass Media" increase in 2009 to 109, 6 billion rubles against 88, 8 billion rubles in 2008.
Privileges for visit of cultural institutions will be kept, the category of persons having the right to acquisition of tickets in cultural institutions on preferential prices is expanded. Amounts of the state support of activities of the creative unions, including supports on rendering financial support to unemployed members of the creative unions and on the state support of the cultural figures and art having honorary titles the people's artist of the USSR and the national artist of the USSR are kept.
One of key priorities of anti-recessionary actions is assistance to providing the population with affordable housing and support of housing construction. The expenses of the federal budget connected with housing construction and provision of housing (including expenses from National welfare fund) in 2009 will constitute 501 billion rubles, that is, is 2,3 times higher, than in 2008.
In the field of support of housing construction it is provided:
accomplishment of obligations of the state on provision of housing for the military personnel and transferred to the reserve, rendering the state support to the young families needing improvement of housing conditions;
participation in development programs of municipal infrastructure;
assistance in restructuring of mortgage debt;
support of low-rise housing construction.
Providing in 2009 with housing of all needing veterans of the Great Patriotic War will also become important measure.
The mechanisms allowing to involve effectively since 2010 public funds and means of the population in construction of new housing of economy class for reasonable prices will be created. The regulatory framework for activities of housing cooperatives is created. The procedure for provision of the parcels of land for construction of social housing and housing of economy class will be simplified.
One of the important directions of support of housing construction are activities of Fund of assistance to housing and communal services reforming (further - Fund). Thanks to program implementation of Fund for resettlement of hazardous and shabby dwelling, repair of apartment houses, more than 120 thousand people already received or will receive in the nearest future new apartments, and in general according to these programs will improve conditions of the life of 7 million citizens of Russia.
In total now 79 subjects of the Russian Federation participate in programs of Fund. The total amount of the mastered financial resources taking into account participation financing of regions constitutes 153, 3 billion rubles. Implementation of the regional address programs financed with participation of fund provides employment of 1,5 of one million people.
For the purpose of social protection of citizens and expansion of demand for housing actions for support of the citizens acquiring housing and to development of mortgage lending will be performed.
The government of the Russian Federation together with banks with the state participation and Agency for housing mortgage lending (Agency for Housing Mortgage Lending) carries out work on debt restructuring on mortgage loans for the citizens who fell into difficult financial position. Increase in the authorized capital of the Agency for Housing Mortgage Lending in 2009 for 20 billion rubles and issue of the Agency for Housing Mortgage Lending of 40 billion more rubles is for this purpose provided in type of loan.
Support will be given to the mortgage borrowers having the right to the maternity (family) capital. About 88 thousand families can use such right. 3 billion rubles from the federal budget will be directed to these purposes 26,.
The made decision on inclusion in structure of expenses of the amounts paid to the organizations to cost recovery of workers for interest payment on loans (credits) for acquisition and (or) construction of premises will become important factor of support of demand for apartments.
3. Activation of the internal demand and innovations, development of industrial and technological potential
For the purpose of prevention of massive layoffs and loss of cumulative potential production the Government of the Russian Federation will perform monitoring of situation in the companies which are key for the Russian economy.
The state will support the effective companies which had temporary difficulties in connection with lack of demand and limitation of availability of the credits. At the same time, crisis is possibility of release of economy from inefficient productions. For the problem resolution, caused by the low level of management, strategic mistakes in management, insufficient attention of owners to efficiency of their assets, the bankruptcy mechanism will be used. At the same time the state reserves tasks of protection of the rights of workers and preserving strategically important production assets of the companies during insolvency proceedings.
At the same time the task of forming of economic basis for future growth dictates need of support of creation of the new companies based on advanced technologies and high performance of work. Activities for investment attraction in the Russian economy, including direct foreign investments will be implemented for this purpose.
In general budgetary appropriations of the federal budget according to the Section "National economy" will increase in 2009 to 1743, 5 billion rubles against 1025, 0 billion rubles in 2008, or by percent 70,1.
System-wide measures for support of the real sector
The government of the Russian Federation will take number of measures for development of the mechanism of support of the effective companies.
At the federal level the list from 295 systemically important organizations is approved, the monitoring system behind their condition is created, the transparent mechanism of decision making about provision by it in some cases the state support is created. Such tools as additional capitalization, direct state support, the state guarantees on the credits will be used for this purpose. On the state guarantees on the credits of the companies (both the strategic companies of defense industry complex, and other companies which are selected in the procedure approved by the Government of the Russian Federation) in 2009 it is provided in the federal budget to 300 billion rubles. Support will be given first of all to the city-forming companies and the organizations in the presence of the program of financial improvement and increase in production efficiency, and also on condition of accomplishment by the companies of number of obligations, including:
radical reducing or cancellation of bonus and bonus payments to the highest management of the company;
transparency of financial and economic activity;
unconditional accomplishment of employer obligations in case of dismissal of workers, and also jobs preservations for disabled people and other socially vulnerable employee categories;
settlement of vendor relations and contractors;
availability of the program of innovative development including actions for increase in energy efficiency, development and conclusion in on the markets of new products, to implementation of advanced technologies.
The companies which got the state support following the results of 2009 will submit the complete report on accomplishment of the declared obligations which cause provision of the state support by them. The companies to which large financial resources are allocated will have public such reporting.
In addition to the federal list the List of the companies of regional value (1148 organizations) is created, monitoring for which condition is conducted by the Ministry of Regional Development of the Russian Federation together with regional authorities.
The most important direction of crisis response measures is decrease in the tax burden of the Russian companies of the real sector.
The income tax is lowered to 20 percent. The companies investing in the equipment received additional benefits on depreciation. Tax benefits on implementation of priority scientific developments are entered. The funds allocated by the companies for training of the employees are completely exempted from all taxes. Are tax-exempt on transaction value added on import of the processing equipment which is not made in Russia. As a result of these measures the economy will in addition receive about 600 billion rubles.
Number of measures for expansion of the internal demand on products of the Russian companies from the state will be performed, private sector and the population.
The legislation on public procurements, including regarding purchase settlement technically of complex products will be enhanced. The possibility of carrying out leasing transactions in case of public procurements is provided. The procedures of purchases of subjects of natural monopolies and state corporations providing preferences for suppliers of the Russian goods are regulated. Additional measures for development of purpose-oriented crediting of the companies under calculations for the delivered products are taken.
The amount of the state support of export of industrial output in the form of compensation to the Russian exporters of part of costs for interest payment on the credits received in the Russian banks is increased. In 2009 9 billion rubles will be allocated for support of export of industrial output from means of the federal budget that is 3 times more, than in 2008.
Support of the product demand of the Russian companies from the state will also be performed through implementation of the investment projects performed within federal target programs and the federal targeted investment program (FTIP), and also the projects realized with participation of means of the Investment fund of the Russian Federation. Expenses of the federal budget on implementation of federal target programs and non-program part of FAIP in 2009 increase to 1132, 5 billion rubles in comparison with 980, 4 billion rubles in 2008.
The government of the Russian Federation will take additional measures for stimulation of innovative activity in economy.
The simplified procedure of removal on the market of new high-technology products based on voluntary declaring of compliance will be developed. Procedures of customs clearance of export and import of high-technology goods and industrial equipment are accelerated. The program of development of technical regulations and national standards taking into account priorities of innovative development is staticized.
Actions on financial support program implementations of technological modernization of the companies will be enabled. The state will stimulate innovations also through implementation of the innovative oriented federal target programs, expenses on which will be or are kept at the level planned earlier, or are reduced minimum. Requirements for development and adoption of programs of innovative development for subjects of natural monopolies and large state-owned companies will be introduced.
For the purpose of support of small innovative business "sowing funds" with participation of Russian Venture Capital Company open joint stock company will be created.
Increase in energy efficiency will become the important direction of policy of the Government of the Russian Federation on upgrade of economy in the conditions of crisis. The legal mechanisms providing creation for the population and business of motivations to decrease in energy consumption will be created. Regional pilot projects are started. The program of increase in energy efficiency in the budget sphere is developed.
Important factor of development of the Russian business in the conditions of crisis is state policy in the field of rates for products (services) of subjects of natural monopolies. The government of the Russian Federation will contain growth of rates in comparison with earlier planned schedule. Financing of investing programs of natural monopolies will be provided first of all due to increase in efficiency of the companies, cost reduction (implementation of energy-saving technologies, modern logistic schemes, restriction of wages increase of workers and remunerations of management). For the purpose of stimulation of increase in energy efficiency practice of collection of penalties for gas "shortage" will be excluded.
The state will pay special attention to development of sectors, the most perspective from the point of view of import substitution and building-up of the internal demand. In particular, it is about production of agricultural industry, construction of housing, food and light industry, pharmaceutics, automotive industry, internal tourism. Instruments of support of upgrade existing and creations of new import-substituting productions in the called sectors will be for this purpose created. Huge upward potential internal demands industries of the social sphere: health care, education. The development program of internal tourism will be developed and performed.
Support of separate industries of economy
In addition to system-wide measures the Government of the Russian Federation realizes the actions directed to prevention of the irreversible crisis phenomena in certain sectors of economy:
the allied industries (automotive industry, housing construction) having considerable multiplicative effect on development;
important from the point of view of food security and social stability (agricultural industry, fishery and timber industry complexes, trade);
key for ensuring defense capability and homeland security (defense industry complex);
providing basis for functioning of economy in general (fuel and energy complex, transport).
Agricultural industry
More than 212 billion rubles will be allocated for development of agricultural industry and fishery complex from the federal budget that almost for 45 percent exceeds the level of 2008. About 95 billion more rubles will be allocated for these purposes from budgets of subjects of the Russian Federation.
The government of the Russian Federation will take measures for realization in 2009 of the State program of development of agricultural industry and regulation of the markets of agricultural products, raw materials and food for 2008 - 2012, including on ensuring availability of financial resources to the companies of industry, protection of the domestic markets, stimulation of agricultural export.
Decisions on subsidizing of interest rates in the amount of 100 percent of refunding rate of the Bank of Russia on the credits for separate subindustries of agricultural industry (meat and milk livestock production) are made for what 7 billion rubles are allocated. 10 billion more rubles are allocated for compensation of 80 percent from refunding rate of the Bank of Russia on the credits received in the Russian credit institutions by other companies of agro-industrial complex. It is provided to subsidize the credits (loans) obtained on refinancing of investment loans (loans), and also prolonged up to three years.
Are in addition capitalized Rosselkhozbank open joint stock company (for 45 billion rubles) and Rosagroleasing open joint stock company (for 25 billion rubles).
Interest rates for separate types of the investment and short-term loans attracted by the organizations of fishery complex on construction and upgrade of fishery courts and objects of fish processing infrastructure and also on logistics and equipment of fishery courts will be subsidized (1, 07 billion rubles).
Automotive industry
Total amount of additional anti-recessionary support of automotive industry at the expense of the federal budget will constitute 39 billion rubles in 2009.
For the purpose of stimulation of the product demand of automotive industry two thirds of refunding rate on 3-hletny consumer loans on acquisition of the cars made in the territory of Russia (2 billion rubles) will be subsidized. Also the subsidy will be allocated to Russian Railways open joint stock company for expenses on transportation of domestic cars to regions of the Far East (2 billion rubles).
Private demand will also be stimulated through support of development of leasing of automotive vehicles by the state. Allocation of 1 billion rubles on subsidizing of interest rates (to two thirds of refunding rate) on leasing of automotive vehicles is provided.
Purchases of automotive vehicles for federal executive bodies, their territorial authorities and subordinated organizations in centralized procedure will be provided (12, 5 billion rubles). The considerable amount of demand from the state will also be created for the realization account of the program of updating of the park of the automotive vehicles used by territorial subjects of the federation and municipalities for transportation of passengers, the medical purposes, militia, the utility, road and special equipment (20 billion rubles).
The government of the Russian Federation will subsidize part of interest rates to the Russian organizations of automotive industry and transport mechanical engineering for the credits obtained in the Russian credit institutions on technological rearmament (2, with 5 billion rubles).
The existing repayment schedules of restructured debt on taxes and fees before the federal budget, and also to insurance bringing before off-budget funds will be modified. In particular, payment due dates of the amounts of principal debt in 2009 - 2015 will be postponed for 2011 - 2017.
Defense Industry Complex (DIC)
From the federal budget 969 billion rubles will be allocated for support of OPK that is 38 percent more, than in 2008.
For provision to the OPK organizations, being head contractors (contractors) of the state defense order and included in the summary register of the OPK organizations, it will be directed to 15 billion rubles of subsidies for compensation of part of costs for interest payment on the credits obtained in the Russian credit institutions on implementation of the main activities. Also subsidies for cost recovery or the half-received income in connection with production of goods, performance of works, rendering services for the state needs in tasks of the state defense order and in providing the international obligations of the Russian Federation will be provided.
In addition in 2009 is planned to allocate 1 billion rubles for provision of subsidies to the OPK organizations for compensation of part of costs for interest payment on the credits for implementation of innovative and investment projects on release of high-technology products.
The legal framework for expansion of practice of provision of the investment tax credit to defense industry enterprises is created in case of accomplishment of the state defense order by them.
It is provided the state guarantees to the Russian banks in ensuring return to 70 percent of principal debt on the credits taken by the OPK organizations (to 100 billion rubles). It will allow to release mortgage weight for attraction by these organizations in the financial market of additional borrowing facilities, including, for production development.
Amounts of subsidies for the direction to the OPK strategic organizations for the purpose of the prevention of bankruptcy are increased by 3 billion rubles.
The considerable amount of budgetary funds will be directed to capitalization of the leading OPK backbone companies. The state redeems additional share issue of open joint stock company "by RAC MiG on the amount 15, in 0 billion rubles. The decision on increase in the authorized capital by additional share issue of "KAPO of S. P. Gorbunov" open joint stock company on the amount 4, by 128 billion rubles, the federal state unitary enterprise "State Research and Production Space Center of M. V. Khrunichev" - on the amount of 8 billion rubles is made. The decision on "Moscow Machine-building Enterprise of V. V. Chernyshev" open joint stock company is made (on the amount 2, of 9 billion rubles).
Transport complex
For the purpose of creation of backlogs for future development forming of infrastructure backlog in economy will be continued. In 2009, in comparison with 2008, budgetary appropriations by transport complex and development of transport infrastructure will increase more than by 100 billion rubles and will constitute 560 billion rubles. Including 319 billion rubles whereas in 2008 295 billion rubles were allocated for these purposes will be directed to highways.
The government of the Russian Federation undertakes measures for stimulation of demand for services, ensuring availability of financing, stimulation of modernization and acquisition of modern vehicles.
The decision on forming of the state-owned leasing company in transport complex based on "State-owned Transportation Leasing Company" open joint stock company is made. For the purpose of maintenance of speed of construction of objects of transport infrastructure the amount of joint financing of such projects from the federal budget from 80 to 95 percent from budgetary appropriations is increased.
Measures for ensuring non-discriminatory access of fuel and aviation companies to infrastructure facilities of fuelling complexes at the airports for the purpose of cost reduction of air carriers are undertaken. For support of purchase by air carriers modern aeromechanics airlines will be granted payment deferral of customs payments for a period of up to 6 months concerning the imported foreign aircrafts and component parts to them (including engines) with release from need of introduction of providing on their payment.
The government of the Russian Federation will support the sector of rail haulings. Placement of bonds of Russian Railways open joint stock company will be carried out. 7 releases of infrastructure bonds on the amount of 100 billion rubles are already registered. Placement of bonds will be monthly performed (February - May, 2009) 30 billion rubles a month.
Loss of income in connection with decrease in growth rates of rates for rail haulings for 2009 will be compensated to Russian Railways open joint stock company (in the form of increase in the authorized capital). 50 billion rubles will be allocated for these purposes.
Timber processing complex
Credit support of completion of construction of facilities, the priority investment projects included in the list in the field of development of the woods will be provided, the payment deferral for 1 - 2 years on the credits obtained on implementation of the priority investment projects which are at the coming to the end stage is entered (or possibility of their loaning up). 325 million rubles are allocated for subsidizing of loan interest rates on creation of interseasonal reserves of wood, raw materials and fuel.
Metallurgical complex
Number of decisions in the field of customs and tariff regulation supporting export of products of non-ferrous metallurgy and providing protection of domestic manufacturers of ferrous metals in the domestic market is accepted.
In 2009 customs control over import of products of ferrous metallurgy to parts will be in addition strengthened:
holding procedures of customs clearance of the imported hire for non-admission of import on the underestimated customs value, falsifications in case of declaration of goods in registration cases at the lowered rates of import customs duties;
ensuring the customs transitions making customs clearance of the imported pipes and metal rolling, the equipment for carrying out radiological and phytosanitary control.
The system of anti-recessionary actions in this industry will be connected with support of export and stimulation of the internal demand from construction industry, mechanical engineering and fuel and energy complex.
4. Enhancement of the major market institutes and removal of unreasonable barriers to business activity
Competition policy remains the key instrument of increase in efficiency and competitiveness of the Russian economy. It is necessary to realize complex of actions of the Russian Federation approved by the Government of the Development program of the competition in the Russian Federation providing including:
review of approaches to control of economic concentration;
cost reduction of entrance on commodity market and services;
simplification of access to infrastructure of natural monopolies;
increase in efficiency of protection of the competition against anti-competitive actions of authorities.
In the conditions of economic crisis measures for counteraction of increase in prices for socially important goods, first of all on food are of particular importance. For this purpose the Government of the Russian Federation will strengthen anti-monopoly control in the field of trade. The principles determining features of the organization of trade in food products will be established. The actions leading to discrimination of domestic manufacturers of goods from trade organizations leading, including, to unjustified increase in prices for food will be stopped. Together with regional and municipal authorities measures for development of the competition in the field of trade, including due to distribution of fairs of the day off, creating favorable conditions for activities of shops of "step availability", the agricultural markets, development of small business in the field of trade will be undertaken.
Activities for prevention and suppression of actions of the officials directed to corruption intervention in business cases will be considerably strengthened including in case of:
implementation of the allowing procedures which are not provided by the federal legislation;
the non-compliance with procedures of sale (leasing) with the earth and rooms which are in the state-owned (municipal) property;
actions of the authorities directed to introduction of restrictions on movement of goods and additional encumbrances for entrepreneurs;
discrepancy of regulatory legal acts of public authorities and local government bodies concerning the organization and implementation of trading activity to the antitrust law.
Control of establishment of reasonable prices by the organizations rendering services in certification and issue of other permissions necessary for implementation of business activity on paid basis will be provided. Steps to reforming of system of necessary examinations on the basis of activities of the accredited commercial organizations for which civil responsibility for quality of the rendered services will be established are taken.
It is necessary to set legislatively responsibility of persons replacing positions of Federal public civil service, the public civil service of the subject of the Russian Federation, law-enforcement service, municipal service in the form of disqualification with making of administrative offenses.
Work on reducing and simplification of the allowing procedures performed by authorities and local self-government will be carried out. The result of this work, and also the greatest possible depersonalization of interaction of government employees with citizens and the organizations will become factors of fight against corruption.
Measures for enhancement of procedures in spheres of licensing and technical regulation are first-priority. The regulatory framework on questions is subject to development: simplifications of the procedure of obtaining and renewal of licenses; increases in openness and availability of information on activities of licensing authorities to citizens and business entities; developments of the unified (single) procedure for licensing for homogeneous subjects to licensing; elimination of collection from license applicants of additional resources for conducting prelicensed check; standardization of requirements to the licensed types of activity.
The important direction is completion of the reform of technical regulation assuming considerable reducing the mandatory requirements imposed from the state to parameters and characteristics of goods and services. First of all the list of goods and services, subject to obligatory certification will be reduced. Technical regulations which first priority is provided by the Federal Law "About Technical Regulation" will be accepted. In case of development of the specified regulations publicity and accounting of opinion of wide range of participants of the corresponding market and their associations for the purpose of achievement of balance of interests of the state and business will be provided.
Measures for settlement of procedure for provision (rendering) of the services accompanying accomplishment of the state functions by authorities, local government bodies, the organizations subordinated to them, and also performing functions of the specified bodies by other bodies or the organizations will be taken. The package of measures, providing control of compliance with law by provision by authorities, their territorial authorities and the organizations, local government bodies of the state and municipal services subordinated to them on paid basis is developed.
The important direction on decrease in administrative barriers is work on expansion of use of the electronic technologies directed to automation and simplification of interaction of legal entities and physical persons with regulating authorities. Introduction of system of electronic exchange of documents between authorities will be for this purpose accelerated.
It is necessary to make changes to the Russian Federation Code of Administrative Offences regarding change of system of the sanctions which are taken out when conducting checks of activities of business entities. In case of violation identification pronouncement at first of the warning (instruction) of violation elimination, and only in case of failure to carry out of the instruction - imposing of penalty shall become obligatory.
The key direction of crisis response measures is support of small and medium entrepreneurship. 5 billion rubles will be directed to these purposes in 2009 40, that in 11 times more, than in 2008. In 2009 expenses of the federal budget on the state support of small business entities will be increased to 10, by 5 billion rubles, that is in addition to earlier planned means 2 billion rubles will be allocated 6,.
Since May 1 the new procedure for checks of legal entities and individual entrepreneurs will begin to be effective. They will be performed not more often than once in three years, and unscheduled inspection - only from the sanction of the prosecutor.
The inventory, the works, services which are subject to obligatory certification will be reduced. The sphere of declaring of compliance will extend that will seriously reduce costs of entrepreneurs for implementation of procedures of obligatory confirmation of conformity of goods (works, services) to safety requirements.
Reduced rates for technological accession to power networks are established. At the same time for consumers with capacity to 15 kW the cost of accession will not exceed 550 rubles, and from 15 to 100 kW - it is possible to make only advance payment in the amount of 5 percent from payment cost with the right of interest-free payment by installments for 3 years.
The requirement about obligatory quota (to 20 percent) for small business in case of public procurements is distributed not only on state, but also to municipal customers. It will allow to increase the product demand of the small companies by 25 billion rubles. Also preferential rental rates in case of lease of federal property by the small and medium companies will be established. At the same time transfer of rooms to other business entities will be possible only if there are no requests for lease from the small and medium companies.
The mechanism of refinancing of portfolios of the credits of the companies of small and medium business built by the Russian credit institutions will be developed and also development of system of non-bank microfinancial institutions, for providing financial support to the micro companies and the beginning entrepreneurs, at the expense of means of Vnesheconombank is provided. To 30 billion rubles there will be expanded programme of the financial support of small and medium business realized by Vnesheconombank including to the purposes of microcredit will be directed to 1 billion rubles.
Distribution of subsidies of the federal budget to development of small and medium entrepreneurship will be performed in proportion to share of the small and medium companies operating in the territory of the region. In case of determination of level of joint financing settlement fiscal capacity of the subject of the Russian Federation will be considered. It means that for 78 subjects of the Russian Federation about 80 percent of expenses on support of small and medium entrepreneurship will be approximate financed by the federal budget.
In 2009 the opportunity of advance transfer is for the first time given to regions of subsidies from the federal budget for development of small and medium business - to 60 percent during the first - the third quarter of the current year.
Additional measures for support of development of small and medium business will be also taken:
forming of the legal framework of microfinancial activities, enhancement of the legislation on credit cooperation as component of financial system of the Russian Federation;
development of alternative forms of the organization of trading activity, including day off fairs, for the purpose of providing the population with available day-to-day goods;
the enhancement of system of certification of agricultural products providing the most bystry delivery of perishable products to shopping facilities;
enhancement of the legislation on the privilege of the redemption by subjects of small and medium entrepreneurship of the state and municipal real estate units regarding establishment of the principle of conscientiousness of the lessee;
introduction of the administrative responsibility of the state and municipal customers for failure to meet requirements of the Federal Law on obligatory quota (to 20 percent) for small business.
5. Forming of powerful financial system
Expansion of resource base and increase in liquidity of financial system - the first direction of anti-recessionary actions of the Government of the Russian Federation in this sphere.
Together with the Bank of Russia measures for refinancing of bank system are implemented financial resources reached the specific companies. In 2008 to these purposes it is already directed on returnable basis from all sources, including the budget, means of state corporations and refinancing from the Bank of Russia, more than 2 trillion rubles. In 2009 support will be continued, generally at the expense of resources of the Bank of Russia.
The possibility of allocation in 2009 by 495 billion rubles on support of bank system, including 280 billion rubleyn capitalization of banks, 215 billion rubles - funding at the expense of National welfare fund is provided. At the same time provision of the state support will be coordinated to crediting of the real sector.
Number of decisions of the Bank of Russia is directed to increase in resource base of banks. The lombard list of the Bank of Russia for providing additional opportunities of refinancing of credit institutions is expanded. Terms of loan granting, provided with non-market assets are increased (bills of exchange, guarantees, rights to claim).
Control of implementation of actions according to the prevention of bankruptcy and the course of insolvency proceedings of the non-bank financial organizations for the purpose of creation of opportunity for preserving assets and maximization of satisfaction of requirements of creditors, including physical persons will be strengthened.
Increase in availability of bank crediting to the companies of the real sector - the second direction of actions of the Government of the Russian Federation.
From the Bank of Russia control of work of governing bodies of the banks which received means of the state support including the subordinated credits is strengthened. In such banks authorized representatives of the Bank of Russia are appointed. Control will be exercised concerning the amount of crediting, provision of guarantees, asset-liability management, remuneration of governing bodies of credit institution.
The procedure of provision of the state guarantees is simplified. The possibility of delegation by the Government of the Russian Federation to the Ministry of Finance of the Russian Federation of decision-making power about provision of the state guarantees on the credits of the separate organizations in the amount of, to 10 billion rubles on each guarantee is provided. The maximum size of the state guarantees of the Russian Federation for support of export of industrial output (from 50 to 150 million US dollars) which decision-making power about provision the Government of the Russian Federation can delegate to the Ministry of Finance of the Russian Federation is increased.
For the purpose of increase in stability of the market of corporate bonds completion date of obligations on exchange bonds is prolonged from one to three years. Release of exchange bonds not only by open joint stock companies, but also other economic societies, and also state corporations is resolved.
Ensuring sanitation of the banks experiencing difficulties, but important from the point of view of general banking system stability - the third direction of actions of the Government of the Russian Federation.
The government of the Russian Federation and the Bank of Russia will stimulate consolidation in the bank sphere, forming of large and financially steady bank structures, competitive at the international level and capable to provide "long" financing of projects.
The Bank of Russia is granted the right to sign with banks agreements according to which the Bank of Russia compensates to them part of loan losses issued to the organizations from which the banking license is revoked.
6. Ensuring macroeconomic stability
The government of the Russian Federation in interaction with the Bank of Russia will realize the weighed macroeconomic policy directed to maintenance of balance between strengthening of social support of the population and stimulation of development of industries of economy - on the one hand, and preserving the acceptable rate of inflation and steady ruble exchange rate - with another.
Maintenance of such balance assumes the following priorities of macroeconomic policy:
carrying out the budget policy providing increase in efficiency and target orientation of budgeted expenses including due to upgrade of the budget sector of economy and restructuring of budget network;
consecutive decrease in growth rates of inflation from 13 percent in 2009 to 10 percent in 2010 and 7,5 of percent in 2011, including due to carrying out conservative monetary policy (when providing economy with enough liquidity), stimulations of the competition and activation of anti-monopoly control;
increase in trust to ruble as to store of value;
assistance to expansion of bank crediting and reduction in cost of the credit for the companies and citizens.
Maintenance of macroeconomic stability of the Russian economy requires preserving certain level of means in the Reserve fund, sufficient amount of gold and foreign exchange reserves, maintenance of positive balance of foreign trade and consecutive reducing budget deficit. The government of the Russian Federation plans to reduce federal budget deficit to 3 percent of GDP in 2011. By the end of 2011 in National welfare fund there will be funds for the amount about 2 percent of GDP.
Such policy will provide trust of the Russian and foreign investors that will allow to renew capital inflow and to recover growth of economy. At the same time the Government of the Russian Federation intends to refrain from essential building-up of borrowings in the domestic financial markets in order that investment resources of bank system completely went for crediting of citizens and domestic enterprises.
7. Realization of crisis response measures in subjects of the Russian Federation
At the regional level the single system of crisis response measures including the actions co-financed as at the expense of means of the federal budget, and independently realized by subjects of the Russian Federation and local government bodies is implemented. 31 trillion rubles will be directed to regions to interbudget transfers from means of the federal budget in 2009 1, that is nearly 20 percent more, than in 2008.
Main objectives of system of the crisis response measures taken at the level of regions are:
ensuring balance of regional and local budgets for the purpose of execution of public obligations, salary payments to workers of the budget sphere, payment of first-priority expenses;
assistance of employment of the population, preserving and creation of workplaces.
The key direction of anti-recessionary policy in subjects of the Russian Federation - maintenance of balance of budget system. This direction is provided as provision of support to budgets of subjects of the Russian Federation of means from the federal budget, and carrying out the responsible policy at the regional level including:
optimization of budgeted expenses, including, regarding capital investments, and restructuring of budget network;
non-admission of growth of accounts payable according to first-priority obligations;
refusal of replenishment of profitable base of the budget of the subject of the Russian Federation due to decrease in profitable base of local budgets.
Provision of support to budgets of subjects of the Russian Federation from the federal budget will be performed, including due to provision of grants for support of measures for ensuring balance of budgets of subjects of the Russian Federation, and also provision of budget credits. On these purposes in the federal budget 300 billion rubles are provided. Implementation of the decisions on decrease in level of financing of payment commitments of subjects of the Russian Federation made by the Government of the Russian Federation on which subsidies from the federal budget are provided will be considered at the same time.
Other direction - joint program implementation of assistance of employment. Subsidies from the federal budget to budgets of subjects of the Russian Federation on program implementation of assistance of employment of the population and on social support of jobless citizens go for holding the following events:
the advancing professional training of workers in case of threat of massive layoff;
the organization of social jobs, temporary employment, training for the purpose of acquisition of work experience of jobless citizens, the citizens who are looking for work including graduates of educational institutions, and also workers in case of threat of massive layoff;
rendering targeted support to citizens, including the organization of their moving to other area for substitution of the workplaces including created within implementation of federal target programs and investment projects;
assistance to development of small business and self-employment of jobless citizens.
Programs will be harmonized with the actions performed by subjects of the Russian Federation at the expense of subventions from the federal budget within realization of delegated powers in the field of assistance of employment of the population. 9 billion rubles, including are for this purpose allocated to 15 billion rubles for social support of the citizens recognized in accordance with the established procedure jobless 29, by 8 billion rubles, implementation of actions of active programs of employment - 4, in addition from means of the federal budget 33,.
The third direction - the state support of real production sector at the regional level for the purpose of jobs preservation. The following measures are implemented:
subsidizing of loan interest rate to the companies of real production sector (it is provided in 69 regions);
provision of the state guarantees to the companies of real production sector (it is provided in 57 regions).
Actions for support of agro-industrial complex are implemented in the majority of subjects of the Russian Federation. They, as a rule, provide subsidies in the main directions of agricultural production, on compensation to agricultural producers, peasant farms, the organizations of agro-industrial complex and the organizations of consumer cooperation of part of costs for interest payment for the credits and loans.
The fourth direction - rendering the state support of small and medium business to the companies:
measures for providing conditions for the redemption are undertaken by small business entities of the rooms leased by them (in 80 subjects of the Russian Federation the corresponding regulatory legal acts are adopted);
regions widely use the given tax opportunities for support of small and medium entrepreneurship (36 regions already made the decision on decrease in tiered rates);
practically all subjects of the Russian Federation declared the participation in the federal program of rendering the state support to small and medium entrepreneurship.
The fifth direction - support of regions with difficult conditions of conducting economic activity, including the Far East, the Arctic and the region of the Far North. Concerning these regions additional measures for prevention of outflow of the population and ensuring social protection of citizens will be developed.
The sixth direction - providing the rights of citizens to free medical care. In the conditions of lack of the income of budgets of territorial funds of compulsory medical insurance special importance is acquired by execution in full of obligations of subjects of the Russian Federation regarding insurance of the idle population.
The Russian Federation in 2009 will perform additional financial support of system of compulsory medical insurance due to increase in grants to budgets of territorial funds of compulsory medical insurance within the normalized safety stock which procedure for use is approved by the Government of the Russian Federation. Besides, in case of decrease in the income of budgets of the compulsory health insurances territorial funds against the planned level allocation of budgetary appropriations on provision to the compulsory health insurance Federal fund for transfer to the compulsory health insurances territorial funds of interbudget transfers for the purpose of execution of territorial state guarantees of provision to citizens of the Russian Federation of free medical care is supposed.
