About Paralympic sport

This Law is intended for establishment of general legal, economic and social basis of activities in the field of Paralympic sport, and also determination of the basic principles of the legislation on Paralympic sport performed in the State Parties of the Commonwealth of Independent States (daleegosudarstva-participating).

The law has advisory nature. The sphere of its action is regulation of the legal relations arising in the field of Paralympic sport between the state, municipalities, public associations, physical persons and other persons of law.

Chapter 1. General provisions

Article 1. Basic concepts

In this Law the following basic concepts are used:

adaptive physical culture - the type of physical culture for persons with limited opportunities of functions of the musculoskeletal device, sight, intelligence and other functions comprising complex of effective remedies of their physical rehabilitation, social adaptation and integration;

the sports and adaptive school for children and young people (SASCYP) - organization of sports and improving and sports orientation which main activities is the organization and carrying out among persons with limited opportunities of functions of the musculoskeletal device, sight, intelligence and other functions of the educational and training and educational process aiming at their physical rehabilitation, social adaptation, integration and increase in sports result;

the qualifier - person whose obligation is the carrying out classification of athletes by degree of their functionality authorized on it by organizers of sports competitions and which had the special training supported by the relevant document (the certificate on accreditation, the license);

classification - determination process by the qualifier or group of qualifiers of class (classification category) of paralympic athletes for the purpose of creation of opportunity to compete with other paralympic athletes having the similar level of functionality by it;

person with limited opportunities of functions of the musculoskeletal device, sight, intelligence and other functions - person having physical or intellectual defect which interferes with development (achievement) of results in physical and sports training, persons, commensurable with results, which do not have the specified limited opportunities without creation for this purpose of special conditions;

The International Paralympic Committee (IPC) - the international sports organization managing Paralympic movement, organizing the summer and winter Paralympic Games and coordinating the organization and holding the World Cups and other official international competitions among persons to limited opportunities of functions of the musculoskeletal device, sight and intelligence;

the national teams of team in Paralympic types of sportakollektiva of paralympic athletes, trainers, leading trainers, scientists, specialists of sports medicine, other specialists in the field of sport created for preparation for the international competitions in Paralympic sports and performance on them on behalf of the State Party;

national Paralympic committee - the component of the International Paralympic Committee which is operating in the form of public association in all territory of the State Party according to its legislation and having special powers on representation of national teams of the State Party at the Paralympic Games, and also at the regional, continental and world sports competitions held under the auspices of the International Paralympic Committee;

The Paralympic Games - the highest international sports forum of athletes with limited opportunities of functions of the musculoskeletal device, sight and intelligence who are represented by the national Paralympic committees recognized by the International Paralympic Committee having rights of exclusive property to the Paralympic Games, including right their organizations, carrying out, lighting in mass media and reproduction in any manner and also other exclusive rights provided by its Constitution;

Paralympic sport - the sport component which developed in the form of the special theory and practice of training of persons with limited opportunities of functions of the musculoskeletal device, sight and intelligence to sports competitions and participations in them for the purpose of physical rehabilitation, social adaptation and integration, forming of healthy lifestyle and achievement of sports results based on creation of special conditions;

Paralympic elite sport - the component of Paralympic sport directed to achievement of the international level by paralympic athletes of results, gain of high places at the international competitions establishment of national, continental and world sports records with the purpose to show to children, teenagers and youth, society in general example of overcoming difficulties, spiritual and physical enhancement, maintaining healthy lifestyle;

Paralympic education - the pedagogical process on education of the identity of athletes with limited opportunities of functions of the musculoskeletal device, sight and intelligence directed to their physical rehabilitation, increase in level of physical culture, capabilities and opportunities of self-service in sports activities and life for the purpose of spiritual and physical enhancement, social adaptation and integration, forming of healthy lifestyle;

Paralympic movement - form of social movement which purpose is development of Paralympic sport as one of fixed assets of physical rehabilitation, social adaptation and integration of persons with limited opportunities of functions of the musculoskeletal device, sight and intelligence, achievement of physical and spiritual perfection by them, strengthening of the international sports cooperation;

sports federation by Paralympic types the sportaobshchestvenny organization officially recognized as competent authority of the executive authority in the field of physical culture and sport which purposes is development of one or several sports for persons with limited opportunities of functions of the musculoskeletal device, sight and intelligence, training of the national teams of teams in the corresponding Paralympic sports for their participation in the international sports competitions;

sporting venues (constructions) for occupations of disabled people - structures, buildings, sports complexes and other sports constructions having the special devices and the equipment necessary for holding sports occupations, sporting and sports and spectacular events with participation of persons with limited opportunities of functions of the musculoskeletal device, sight, intelligence and other functions;

sports club of disabled people - the legal entity of different forms of business organizing educational and training and educational process, and also holding sports competitions and participation of persons in them with limited opportunities of functions of the musculoskeletal device, sight, intelligence and other functions for the purpose of their profound physical rehabilitation, social adaptation and integration;

the paralympic athlete - the main subject of Paralympic sport, the physical person who is engaged in Paralympic type (types) of sport, competing at sports competitions to the purpose of profound physical rehabilitation, social adaptation, integration and achievement of sports results;

the judge on Paralympic sport - the person having the judicial qualification established by municipal body or executive body in the field of physical culture and sport or the relevant international sports organization, and designed to provide observance of the corresponding rules and conditions during Paralympic sports competitions;
