confirming the property rights to the railway vehicles of rail transport belonging to the Parties,

considering expedient preserving technological unity of railway transportation network,

recognizing exclusive importance of transportation of goods both between their countries, and to other states,

recognizing value of coordination and joint activities of rail transport of the states,

agreed as follows:

Article 1

Functional activities of rail transport of the Parties are performed according to the approved existing standard rates on content of railway vehicles, technical means, safety of movement and working conditions, the organization of transportation work and safety of the transported loads, interactions of rail transport with users of its services and other modes of transport.

Article 2

Each of the Parties will provide within current laws and edited the free omission of railway vehicles, cargo transportation on the railway system which is in the territories of their states including transit to other countries, and also will provide the omission of the cars and locomotives going in planned types of repair which transportation is drawn up by the relevant accompanying documents.

Article 3

The parties perform the coordinated tariff policy.

Transportation of goods between stations of the railroads of the Parties of Farap-Turkmenbashi-Baku-Poty, and also calculations for transit transportations are perfromed on the basis of the regulating documents acting at the time of the signature of this agreement.

The parties charge to governing bodies of railway transport of the states which signed this Agreement to apply reduced rates in the amount of 50 percent from the additional transit cargo flows operating in case of transit transportation of goods for the purpose of attraction with execution of the relevant agreements.
