This Law regulates the legal relationship arising in connection with departure from the Republic of Belarus and entry into the Republic of Belarus of citizens, establishes general rules of departure from the Republic of Belarus and entry into the Republic of Belarus of citizens, including the bases and procedure for temporary restriction of the right of citizens to departure from the Republic of Belarus, and feature of departure from the Republic of Belarus of separate categories of citizens, and also determines general questions of registration of permanent residence of citizens outside the Republic of Belarus.
The relations arising in connection with departure from the Republic of Belarus and entry into the Republic of Belarus of citizens are regulated by the legislation on procedure for departure from the Republic of Belarus and entry into the Republic of Belarus of citizens, and also international treaties of the Republic of Belarus.
The legislation on procedure for departure from the Republic of Belarus and entry into the Republic of Belarus of citizens is based on the Constitution of the Republic of Belarus and consists of this Law and other acts of the legislation.
If the international treaty of the Republic of Belarus establishes other rules, than those which contain in this Law then are applied rules of the international treaty.
