About packaging and packaging waste

Chapter 1. General provisions

Article 1. Purposes, tasks and scope of this Law

This Law is adopted for the purpose of reduction of impact of packaging waste by the environment and health of the population, creation of systems of separate collection, reuse and utilization of packaging. The law solves problems of reuse of packaging, utilization and other forms of recovery of consumer properties of the used packaging, and also reduction of number of packaging waste in source. These tasks have unconditional priority before placement of packaging waste on polygons.

Operation of this Law extends to all types of packaging, placed in the market of the state, irrespective of material of which it is made, and on processes of utilization of all types of packaging at the end of its lifecycle (packaging waste) irrespective of where they were formed (in the industry, trade, organizations, services industry, housing or in any other sources).

Requirements of this Law extend to the producers of packaging, consumers of packaging, suppliers and importers placing packaging and the packed products in the territory of the state.

Article 2. Basic concepts

For the purposes of this Law the following basic concepts and determinations are used (are this in alphabetical order):

group packaging, or secondary package, - the packaging containing certain quantity of commodity units and allowed to sale in outlet to the end user or the consumer or the employee for replenishment of trade inventories (racks). In case of extraction of products from such packaging of its characteristic do not change;

liquidation of packaging waste - the activities connected with safe and resource-saving processes of use of packaging at the last stage of its lifecycle (in case of its transformation into withdrawal) by utilization of that part of waste which can be used as secondary resources, and removal of that part of waste which cannot be used as secondary resources, including use in the energy purposes and burial;
