Approve the Forecast of indicators of the consolidated budget of Ukraine for main types of the income, expenses and financing for 2011-2013 which is applied.

The forecast of indicators of the consolidated budget of Ukraine for the main income types, expenses and financing for 2011-2013

General part

This Forecast determines the main directions of changes in tax and budget policy in the medium term which are performed for achievement of long-term strategic objectives.

The forecast is based on the provisions and tasks determined in the Program of activities of the Cabinet of Ministers of Ukraine "Overcoming influence of world financial and economic crisis and forward development", resolutions of the Cabinet of Ministers of Ukraine of September 13, 2008 N 828 "About approval of the Forecast of indicators of the consolidated budget of Ukraine for main types of the income, expenses and financing for 2010-2012" (The Official Bulletin of Ukraine, 2008, N 71, the Art. 2381) and of February 25, 2009 N 151 "About approval of the Declaration of the purposes and tasks of the budget for 2010 (Budget declaration)" (The Official Bulletin of Ukraine, 2009, N 15, the Art. 477).

Within strategic objective - creation competitive socially oriented market economy and the subsequent integration into the world commonwealth remain main objectives of budget policy for long-term outlook:

maintenance of structural reforms in economy for recovery of high rates of economic growth;

carrying out the effective social policy aimed at providing worthy living conditions of citizens;

justice, effectiveness and overall performance of authorities;

subsequent integration into world global processes and increase in the international authority of Ukraine.

For achievement of noted strategic objectives the tax and budget policy in the conditions of the post-crisis period will be guided by complex realization of the state policy directed to stabilization of national economy and reconstruction of economic potential, carrying out structural reforms and ensuring proper level of social guarantees of citizens.

Under such circumstances are determined by priority tasks in the medium term:

ensuring macroeconomic stability, balance and firmness of budget system;

state support, recovery and development of domestic economy;

carrying out structural reforms in economy and the budget sphere;

decrease in tax pressure upon economy and ensuring its uniformity, forming on this basis of the favorable investment climate as bases for permanent economic growth;

increase in system effectiveness of social security and social protection of citizens;

ensuring dynamic development of regions and increase in their self-sufficiency.

Carrying out budget policy in the medium term will be guided by creating favorable conditions for ensuring development of national economy, recovery and increase of production capacity, assistance to creation of new workplaces, content and expansion of the markets of domestic production.

Ensuring macroeconomic stability, balance and firmness of budget system in the country for the period till 2013 will be reached in the way:

ensuring deficit-free of the current budget, determination of budget deficit of development of no more than 3 percent of gross domestic product (further - GDP);

deduction during the predicted period of amount of public debt concerning GDP at the level, not above, than in 2010;

gradual reduction of part of redistribution of GDP through the consolidated budget of Ukraine in comparison with the level of 2009.

It is provided that project development of the Government budget of Ukraine for the corresponding year and local budgets will be performed according to the Budget code of Ukraine in the new edition in which the provision concerning improvement of quality of management of budgetary funds, ensuring effectiveness, efficiency and transparency of use of budgetary funds, enhancement of budget system, ensuring its stability, and also creation of premises for decentralization of budget process and carrying out reforms in other spheres of society is determined.

The budget policy will go for improvement of welfare and quality of life of the population by increase in the sizes of minimum wage and the minimum subsistence minimum, enhancement of system of provision of privileges and the help, provision of housing for needy citizens and large families, guaranteeing the first workplaces to the young specialists trained according to the state order.

Preparation of Ukraine for carrying out final part of the European championship of 2012 on soccer which will provide the corresponding structural changes in economy will become important step in increase in image and investment appeal of Ukraine on the international scene.

The active policy in the field of privatization of state-owned property according to the accurate strategy of privatization in close interrelation with the strategy of development of economy of Ukraine and its separate industries will be pursued. Privatization in Ukraine will happen on the principles of transparency and competition.

At the same time state policy will be based on preserving in state-owned property of strategically important companies of public sector, increase in effective management of state-owned property.
