The long-term cooperation of Ukraine with the donor states and international financial institutions testifies to need of forming of new approach to understanding of role of the international technical assistance and resources of international financial institutions as complementary instruments of realization of state policy of the international integration of Ukraine, economic development, ensuring interests of the state in the foreign market. Such approach accords with the basic principles of the Parisian declaration concerning increase in efficiency of the external help which Ukraine joined according to the Presidential decree of Ukraine of April 19, 2007 N 325 and which certified the consent of the donor states and international financial institutions to combine efforts for increase in the aid effectiveness aimed at the development of the partner states.
