This Law governs the relations between subjects of scientific and scientific and technical activities, state bodies, and also users of scientific results, establishes the principles of forming and implementation of state policy in the field of science and scientific and technical activities.
The science as extremely important factor of development of economy, safety of the country, development of education, culture and social progress, is under protection of the state.
In this Law the following basic concepts are used: scientific and scientific and technical activities - intellectual creative activities for expansion of the acquired knowledge, obtaining and use of new knowledge, including:
a) basic scientific research - the theoretical or experimental activities directed to expansion available and acquisition of new knowledge of the laws of the nature, activities of the person, structure of society and the main patterns of its development;
b) applied scientific research - the researches having generally practical value, aimed at the solution of specific problems; experimental developments - the activities based on knowledge acquired through scientific research or practical experience, and directed to protection of life and health of the person, creation of new materials, products, services, systems or methods and their further enhancement;
innovative activities - the activities directed to use of scientific results, receipt of new results, improvement of quality of products and cost reduction; the state scientific and scientific and technical policy - the component of state policy expressing the relation of the state to scientific and scientific and technical activities, determining main objectives, the principles, the directions and methods of activities of state bodies in this area;
