About responsibility for offenses in the field of town planning

This Law establishes the legal basis of accountability of subjects of town-planning activities for offenses in the field of town planning in the Republic of Armenia for the purpose of protection of interests of citizens, the public and the state, ensuring fulfillment of requirements of legal acts, standards and rules at all stages of town-planning activities.
In this Law the following basic concepts are used:
a) person which is carrying out works – the subject of town-planning activities performing creation of town-planning documents, examinations of town-planning documents, construction, technical supervision of quality of construction, service in search and research of objects of town-planning activities which has the license for implementation of the related activity and the insert or the certificate;
b) the expert opinion - complex assessment of the current or complete project and construction works which the legal entity having the license for the related activity gives;
c) designer's service - the supervision of construction exercised in the procedure established by the Law by authors of architectural and construction projects or their authorized persons for the purpose of ensuring compliance of architectural composition and architectural concepts of object under construction to the approved project;
d) technical supervision of quality - the supervision of construction exercised on a contract basis for the purpose of ensuring compliance of installation and construction works of objects under construction and also the used construction materials, products, designs and the engineering equipment to the approved project, existing rules and standards;
