Article 1

The parties create system of the hidden management of forces and means of system of collective security of the Collective Security Treaty Organization.

The system of the hidden management represents set of the governing bodies which are functionally interconnected among themselves, bodies of information security, complexes of the automation equipment and other controls forces and means constituting organizational and technical basis of the hidden management of coalition (regional) groups of troops (forces) operating according to plans of their application.

The system of the hidden management is management system component by forces and means of system of collective security of the Organization and is based on elements of systems of the hidden management of troops (forces) and means of communication of the Parties in regions (areas) of collective security.
