2. The legislation of the Russian Federation in the field of education is applied to Lomonosov Moscow State University and to St. Petersburg State University taking into account the features provided by this Federal Law.

Activities of Lomonosov Moscow State University and St. Petersburg State University are regulated by this Federal Law, legal acts of the Russian Federation in the field of education, other Federal Laws and other regulatory legal acts of the Russian Federation, and also respectively the charter of Lomonosov Moscow State University and the charter of St. Petersburg State University.
2. Lomonosov Moscow State University and St. Petersburg State University are federal state budgetary institutions.
3. As the founder of Lomonosov Moscow State University and St. Petersburg State University on behalf of the Russian Federation the Government of the Russian Federation acts.
