For the purpose of further development of national consciousness of the Ukrainians living abroad, satisfaction of their national and cultural, educational, language and information requirements, considering that under the Law of Ukraine "About legal status of foreign Ukrainians" protection of basic rights and freedoms of man and citizen of rather foreign Ukrainians is integral part of foreign policy activities of Ukraine, according to Item I decide 3 parts one of article 106 of the Constitution of Ukraine:
1. Approve the National concept of cooperation with foreign Ukrainians it (is applied).
2. To provide to the Cabinet of Ministers of Ukraine realization of provisions of this Concept.

The Ukrainian state promotes development of national consciousness of the Ukrainians living outside Ukraine, to strengthening of their bonds with the homeland.
This Concept is directed to realization of provisions of the Constitution of Ukraine, the laws and international treaties of Ukraine concerning satisfaction of national and cultural and language needs of the Ukrainians living outside Ukraine, assistance to providing the rights and interests of foreign Ukrainians and also determines activities of public authorities, local government bodies in this sphere.
