General provisions

This Concept determines the main directions of development of the State Border Service of Ukraine for the period till 2015 and is directed to creation of the modern border service of the European type which will provide with guarantee protection of national interests on frontier.

It is necessary for achievement of effective objectives:

enhance legal regulation of activities of the State Border Service of Ukraine;

optimize structure of the State Border Service of Ukraine and reform its management system;

create the modern integrated system of protection of frontier and the sovereign rights of Ukraine in its exclusive (sea) economic zone;

reform system of training of staff taking into account the all-European standards;

create effective system of logistics, including provide technical retrofitting of divisions on protection of frontier with modern means;

perform package of measures for development of boundary and international cooperation;

provide openness of activities of the State Border Service of Ukraine and actions for its development for democratic civil control.

These tasks provide implementation of the relevant activities taking into account the existing and predicted their budget financing and attraction of the international technical assistance.

Main actions for development of the State Border Service of Ukraine

1. Measures for enhancement of legal regulation of activities of the State Border Service are:
