Rules of industrial safety when conducting works on sea stationary platforms
1. These rules extend to the designed and reconstructed multilevel sea stationary platforms (далееМСП) intended for drilling and operation of well pad.
Simultaneous drilling and operation of wells from single-layer platforms is not allowed.
2. In these rules the following terms and determinations are applied:
the safety area - zone which can stretch at distance to 500 m from MSP of any surface or underwater design supporting limits;
the block module - the volume transportable metal construction containing complex of the processing and service equipment with communications or residential, public, sanitarno - household rooms; helipad;
the upper structure of MSP - designs, the block - the modules and the equipment established on the MSP basic block in one or several tiers;
explosive zone - the room or limited space in the room or outside installation in which explosive mixes are available or can be formed;
the intra borehole valve splitter - the device for automatic overlapping of section of flow of formation fluid of gushing well in case of change of one or several regime parameters;
group of wells - two and more wells on MSP which are drilled one drilling rig;
premises are the rooms intended for accommodation of personnel and also the corridors, lobbies and platforms adjoining these rooms;
the enclosed space - the room completely limited by partitions, the deck (flooring), ceiling which can have windows, doors, the closed hatches, mouths and so forth;

sea stationary platform in operation - MSP finished with construction and on which the works connected with drilling and operation of wells are carried out;
the inclined and directed well - well in which certain variation of face from vertical is provided and trunk is carried out on in advance set profile;
oil operations - the works on investigation, production, construction and (or) operation of underground storage warehouses and reservoirs of oil which are carried out on the land within the rivers, lakes and other internal reservoirs, and also oil operations at the sea;
oil operations at the sea - the investigation, production performed at the sea;
arrangement of sea stationary platforms security aids - the complex of the equipment and devices including the rescue, alarm, fire-proof and other security aids ensuring safety of service personnel when conducting the works connected with purpose of platform;
public places - the dining room, recreation room, smoking rooms and so on, and also the corridors, lobbies and platforms adjoining these rooms;
open processing equipment - the equipment in which the drilling mud fluid containing oil and oil gases or flammable liquids adjoin to the surrounding air circle;
couple of wells - two adjacent mouths of the wells located in the next ranks;
personnel - the persons which are on sea stationary platform, working or performing the office functions connected with purpose of platform. In transit the personnel are drawn up by helicopter as office passengers;
floating predosteregatelny signs - the floating designs, certain form and the sizes established on anchors in the set points and MSP intended for barrier of navigational hazards in the site;

number of wells - consecutive arrangement of two and more mouths of wells in a straight line, perpendicular to the reception bridge of the drilling rig;
aids to navigation (further - SNO) - the special constructions, designs or devices located, as a rule, out of MSP and intended for designation of places of MSP in the sea for the purpose of the warning of navigational hazard;
means of external communication - the means intended for transfer or acceptance of information by means of radio waves and cable communication lines. Treat means of external communication: main, emergency and operational means of radio communication, radio relay and cable bonds;

3. Are developed for all MSP:
1) regulations on production supervision;
2) production schedules;
3) the liquidation plan of accidents in which taking into account specific conditions prompt actions of personnel on accident prevention and liquidation of emergencies are provided.
4. On MSP in production rooms on workplaces schemes of arrangement of pipelines and locking devices on communications of the drilling and operational equipment with indication of length and diameter of oil and gas pipelines are hung out.
All changes and amendments in arrangement of pipelines and locking devices on communications of the equipment within days are brought in schemes.
5. Operation of pipelines, the equipment and equipment in the presence of thinnesses in connections is not allowed. All thinnesses in connections and omissions of oil, gas and fuel immediately are eliminated. All defects which are not eliminated during change register in the shift log.
6. After storm examination of condition of drilling equipment, operational struts, airfields and other equipment installed on platform is conducted. Results of survey are registered technical condition of the equipment and measures for elimination of the revealed violations are taken.
7. On MSP the welding post placed out of explosive zones is provided. The location of post is determined by the project.
8. Welding and other hot work is performed in full accordance with requirements of industrial safety.
9. Works in the closed space and at height, hot work on MSP which is in operation are carried out under the leadership of person of control on the job specification admission in which security measures, remedies and rescuing are specified.
10. In case of signal "Emission", hot work on MSP, on earlier issued the job specification admissions, stop. The specified works it is allowed to continue the job specification admission in case of repeated registration.
11. In case of oil and gas manifestations or open spouting on any well which is on MSP, all hot work stops. Work are performed according to the liquidation plan of accidents (further - PLA) with watch of rescue and fire courts.
12. Carrying out hot work in rooms of MSP, in places of possible accumulation of gas out of rooms, is allowed after control of the air circle by gas analyzers and in the presence of person of the control specified in the job specification admission. Hot work is allowed to be carried out in the absence of gas contamination.
13. For smoking on MSP are taken away equipped for this purpose of the place in the residential block. Smoking area are designated by the special plate. In other places smoking is not allowed.
14. The personnel of MSP in the time spent out of the residential block in case of itself have individual protection equipment.
15. It is not allowed to work at night or in case of adverse weather conditions (snowfall, ice accretion and so forth) at the upper structures of MSP. It is in exceptional cases allowed to work at night when ensuring illumination of workplace at least 30 lx, taking measures of safety under the leadership of person of control.

2) semidiurnal weather forecast and disorders;
3) weather forecast and disorders the next two days;
4) warning of dangerous natural phenomena.
Time of information transfer is established by agreed decision of the organization operating MSP and management of hydrometeorological service.
34. For the period of possible drift of ice fields of the organization, the operating MSP, provide MSP with information on ice situation around operation of platform.
35. Hydrometeorological information is registered on MSP in "The magazine of weather forecasts" the log radioman.
36. In the place to finding of platform in the sea:
1) when finding MSP in zone of the unrestricted navigation area of the servicing courts - type A;
2) when finding MSP in the navigation area of the servicing courts limited in distance from the place of shelter to 200 miles, with limiting distance between two places of shelter to 400 miles - type B;
3) when finding MSP in the navigation area of the servicing courts limited to distance from the place of shelter to 50 miles with limiting distance between two places of shelter to 100 miles - type C;
4) when finding MSP in the restricted area of navigation of the servicing vessels (the water area of port waters, raids and coastal areas) - type D.
37. In case of arrangement of latches and other armature remote control (the extended rods or steering wheels of management, electropneumatic actuators and other devices) is provided in hard-to-reach spots and safe access to them to case of repair or replacement is provided.
