About measures for enhancement of investing activities in Ukraine

For the purpose of enhancement of investing activities in Ukraine and considering recommendations IX of plenary session of the Advisory board concerning foreign investments in Ukraine, I decide:

1. To the Cabinet of Ministers of Ukraine:

1) to take in two-month time measures concerning streamlining and increase in efficiency of activities of the executive bodies formed by the Cabinet of Ministers of Ukraine of consultative, advisory and other facilitative branches concerning attraction of foreign investments;

2) in three-months time:

a) submit in accordance with the established procedure for consideration of the Verkhovna Rada of Ukraine and provide further support of bills about:

strengthening of responsibility for violation of procedure for issue of documents of allowing nature;

introduction of amendments to the Law of Ukraine "About recovery of solvency of the debtor or recognition by his bankrupt" (concerning implementation of expedited procedure of bankruptcy);

enhancement of activities of industrial financial groups (concerning creating favorable conditions for combination of the bank industrial and trade capitals);

settlement of compensation from the Government budget of Ukraine of tax amounts on value added to the companies which more than a half of products is exported, within twelve months from the date of their registration by payers of such tax;

strengthening of responsibility for products counterfeit, and also for violation of intellectual property rights of foreign subjects of managing, including for illegal use of commercial names, brands.

b) take in accordance with the established procedure measures relatively:

assistance to creation and functioning of non-state pension funds;

accelerations of implementation of customs clearance of goods and other objects which move through customs border of Ukraine;

negotiations with authorized bodies of adjacent member states of the European Union concerning implementation of joint customs control at check points on frontier of Ukraine and during customs clearance of loads;
