a) development of military policy;
b) anticipation and assessment of military threat;
c) legal regulation of the defense sphere;
d) creation of the Armed Forces with necessary structure and numerical structure equipped with modern arms and military equipment with high mobilization combat readiness, and also planning of their use;
e) conducting conscription, attraction to military service on contractual basis of citizens of the Republic of Armenia;
e) international cooperation for the purpose of collective security and joint defense;
