About approval of the Program of stabilization and revival of economy of the Republic of Moldova for 2009-2011

The government DECIDES:

1. Approve, according to appendix, the Program of stabilization and revival of economy of the Republic of Moldova for 2009-2011.

2. To the ministries and other central administrative authorities:

provide within competences and at the scheduled time implementation of provisions of the Program of stabilization and revival of economy of the Republic of Moldova for 2009-2011;

develop and include specific actions for implementation of provisions of the Program which will be annually staticized in plans of the activities;

represent to the State office monthly to the 10th following reporting quarter, information on implementation of the Program.

To the Ministry of Finance provide to the ministries and other central administrative authorities the necessary methodological assistance in the course of value assessment of the staticized Program actions.

3. State office:

develop the plan for informing and communication strategy and provide their realization both in the country, and beyond its limits for the purpose of informing society on tasks and actions of the above-stated Program;

perform coordinating and monitoring of implementation of the actions included in the Program and based on information provided by the ministries and other central administrative authorities to develop quarterly reports on monitoring.

4. To impose control over the implementation of this Resolution on mister Valeriou Lazare, the deputy prime minister, the Minister of Economic Affairs who will regularly inform Interministerial committee on strategic planning on results of implementation of the Program.

5. Declare invalid the Order of the Government No. 588 of October 12, 2009. "About creation of Council for coordinating of activities for plan development of stabilization and economic revival of the Republic of Moldova" (The official monitor of the Republic of Moldova, 2009, No. 156, the Art. 653).

THE PROGRAM OF STABILIZATION AND REVIVAL OF ECONOMY OF THE REPUBLIC OF MOLDOVA FOR 2009-2011

INTRODUCTION

The economy of the Republic of Moldova is in deep crisis. Stagnation practically of all sectors of economy, fall of the aggregative consumer demand in the conditions of reducing transfers from abroad, and, as a result of it, foreign trade, and also significant increase in budget deficit show all depth of crisis. Economic ailments lead to the increasing growth of tension in society caused by betrayal of confidence of the population in financial stability of the budget and actions of the Government.

Crisis came from abroad, and for the country, vulnerable to external shocks, such as the Republic of Moldova, recession of economies of the countries - the main partners - became decisive factor which caused, since the end of 2008, revolution of trend of growth of economy. At the same time tightening with implementation of measures for anti-recessionary management led to recession strengthening that does both short-term, and long-term forecasts pessimistic.

The context in which this Program is started is very difficult and strained for the Republic of Moldova as difficulties of economy are restacked on the national public budget which, in turn, cannot serve more as the efficient and effective instrument of support of vulnerable categories. Meanwhile, vulnerability of the population is directly pro rata to stagnation of economy and deepening of crisis.

The present Government realizes all depth of economic recession, and also vulnerability of some categories of the population for detrimental consequences of crisis. In spite of the fact that world recession departs before the efforts made by the governments of the world and that since the second half of 2009 the first signs of revival of world economy are noticed, salutary impact of these world tendencies on economy of the Republic of Moldova will be shown only later. In this context the Government shall take urgent measures on stabilization and revival of national economy not to allow further deepening of economic crisis.

Because of inertial management model economy in general and the budget in particular, advanced by the former country leaders, the present Government has no sufficient levers and space for maneuver. Nevertheless, determination of opportunities and the most effective mechanisms of intervention is priority now. The government right after forming initiated number of the reformatory measures directed to debureaucratization and demonopolization of business environment, to increase in efficiency of state revenues and improvement of effectiveness of public management. This Program offers packet of the measures representing continuation of the efforts which are already made by the Government which should be executed since the last quarter 2009 until the end of 2011.
