The government of the Russian Federation and the Government of the Republic of Belarus which are hereinafter referred to as with the Parties were concluded the this Protocol as follows.
The parties with satisfaction note significant progress in implementation of the Agreement between the Government of the Russian Federation and the Government of the Republic of Belarus about free trade of November 13, 1992, the Agreement on creation of Economic union of September 23, 1993 regarding creation of the mechanism of the free trade area as first stage of forming of the Customs union, Agreement between the Government of the Russian Federation and Government of the Republic of Belarus on single procedure for regulation of foreign economic activity of April 12, 1994, the Agreement on creation of the free trade area of April 15, 1994, allowing according to the arrangements of heads of two states reached on October 21, 1994 in Moscow to pass in trade relations between the Russian Federation and the Republic of Belarus to implementation of duty-free trade taking into account provisions of article XXIV of the General Agreement on Tariffs and Trade.
The parties, confirming earlier reached two-way deals concerning freedom of transit and to conditions of preserving military facilities of the Russian Federation in the territory of the Republic of Belarus, agreed about introduction since January 1, 1995 of free trade regime between the Russian Federation and the Republic of Belarus in full without withdrawals and restrictions specified in article 1 of the Agreement between the Government of the Russian Federation and the Government of the Republic of Belarus about free trade of November 13, 1992 and about cancellation of the Protocol on withdrawals to this Agreement of January 22, 1993.
