The government of the Russian Federation and the Government of the Republic of Belarus which are hereinafter referred to as with the Parties

being guided by the Agreement on procedure for money transfer to citizens on socially important non-commercial payments of September 9, 1994 for ensuring free transfer and mutual converting of Russian ruble and Belarusian ruble,

for the purpose of providing non-commercial payments between the Russian Federation and the Republic of Belarus,

agreed as follows.

Article 1

The parties will promote money transfer to physical persons, constantly or temporarily staying in the territory of one of the states, and also to the legal entities officially registered in the territory of one of the states by the following types of non-commercial payments:

for services of transport and communication;

on organized tourism;

on content of diplomatic, trade, consular and other representations by agreement of the Parties, and also expenses on sending of delegations;

on content of interstate coordination structures of the Commonwealth of Independent States;

on carrying out the international congresses, symposiums, conferences, sporting and cultural events, and also other international meetings;

for training of citizens of one state in educational institutions of other state;

for treatment of citizens of one state in medical institutions of other state and for provision of necessary medical care;

for permits in the rest houses, sanatoria, boarding houses and other improving organizations acquired for the citizens who were affected by the Chernobyl accident;

on the expenses connected with holding exhibitions and fairs, except for financing costs of capital investments and other material costs on which procedure of payments is established as agreed by the parties;

on acquisition and construction of buildings for needs of public institutions (the diplomatic, consular and trade missions);

on expenses on tours of actors and hire of movies, and also transfer of the income from these actions;

payment of royalties and payments for copyright;
