About approval of the Regulations on the Unified electronic All-Ukrainian register of sports constructions

According to Item 72 appendices to the State program of development of physical culture and sport for 2007-2011 approved by the resolution of the Cabinet of Ministers of Ukraine of November 15, 2006 N 1594, ORDER:

1. Approve Regulations on the Unified electronic All-Ukrainian register of sports constructions (further - the Register) which is attached.

2. To republican committee of the Autonomous Republic of Crimea on physical culture and sport, structural divisions on physical culture and sport of the regional, Kiev and Sevastopol city public administrations till January 1, 2010 to provide to administration of Minsemyamolodezhsport the information on sports constructions of the region irrespective of their subordination for inclusion in the Register.

3. To provide to administration together with the Republican nauchnometodichesky office till September 1, 2010 development of the program of electronic implementation and maintaining the Register.

4. To department of economy and finance to provide funds for implementation and maintaining the Register.

5. To administration together with legal support division to perform in accordance with the established procedure state registration of this order in the Ministry of Justice of Ukraine.

6. To administration till December 15, 2009 to create and approve structure of the commission for consideration of the applications, documents and the questions of clerical work connected with maintaining the Register.

7. To impose control over the implementation of this order on the deputy minister Dutchak M. V.

8. This order becomes effective in 10 days after state registration in the Ministry of Justice of Ukraine.

Regulations on the Unified electronic All-Ukrainian register of sports constructions

I. General provisions

1.1. The unified electronic All-Ukrainian register of sports constructions is developed according to Item 72 appendices to the State program of development of physical culture and sport for 2007-2011 approved by the resolution of the Cabinet of Ministers of Ukraine of November 15, 2006 N 1594.

1.2. In this Provision the stated below terms are used in such value:

The unified electronic All-Ukrainian register of sports constructions (further - the Register) - system of obtaining, storage, use and distribution of administrative information (data) on the available sports constructions in Ukraine;

the applicant - the legal entity who files documents for entering of administrative information (data) on sports constructions into the Register.

Functions of the applicant perform Republican committee of the Autonomous Republic of Crimea on physical culture and sport, structural divisions on physical culture and sport of the regional, Kiev and Sevastopol city public administrations (dalsheregionalny structural divisions on physical culture and sport);

registration card - the document with the corresponding details which moves the applicant for entering into the Register corresponding to record about sports construction;

registration case - the folder of organizational and accounting type with documents (in paper and in electronic forms) which are filed by the applicant to Minsemyamolodezhsport for storage during the term established by the paragraph the sixth Item 3.4 of this Provision;

sports construction - specially created and equipped building, sports complex, the swimming pool, other object which is intended for sports and improving and/or sports activities;

the sports construction can have the isolated sports constructions which are its structural divisions which are located out of its location, but are not independent legal entities, and provide services in the single closed engineering procedure with sports construction.

1.3. Other terms are used in the value given in the Laws of Ukraine "About physical culture and sport", "About information", "About information security in the automated systems".
