recognizing that bulk distribution lines of the Parties are mutually deeply integrated and are base of development of many industries of economy of the Parties;

being guided by the purpose of effective use of the existing system of transport, storage and oil refining, and also forming of the joint oil and gas market;

recognizing that establishment of the single principles of functioning of systems of bulk distribution lines most fully is equitable to interests of the Parties;

considering that carrying out uniform policy in the relations with the third countries is equitable in oil and gas industry to interests of the Parties and promotes increase in efficiency of their participation in international backgrounds,

agreed as follows:

Article 1

The parties keep action in the territories of the rules, provisions, instructions, standards, specifications and other regulations regulating work of pipeline transport.

Article 2

The parties keep the developed scientific and technical bonds in research and development of problems of pipeline transport, preparation of scientific and technical personnel.

Article 3

The parties authorize the state companies for transport of oil to perform the joint and coordinated actions aimed at providing uninterrupted and steady oil supply of consumers of the Russian Federation, the Republic of Belarus and the third countries by transit of oil across the territory of the Republic of Belarus with use of the developed trunk oil pipeline system.

Article 4

Scopes of supply of oil of the Republic of Belarus from the Russian Federation are determined by the free standing agreement of the Parties.

The price of the oil delivered to the Republic of Belarus is established by agreements between the Parties.
