Chapter 1. General provisions

Article 1. The relations regulated by this Law

This Law governs the relations connected with licensing, the state certification and accreditation of the organizations/organizations of the higher and postgraduate education in the State Parties of the CIS.

This Law is drafted for the purpose of implementation of the Concept of forming of single (general) educational space of the Commonwealth of Independent States (Moscow, on January 17, 1997).

Article 2. The basic concepts used in this Law

Educational activities of legal entities (further - the licensee) are subject to licensing according to the national legal system on licensing, on education.

In this Law the following basic concepts are used:

accreditation of the organizations/organizations of education - the procedure of recognition by the accreditation agency of compliance of educational services to the established requirements and standards for the purpose of provision of the objective information about their quality and confirmations of availability of effective mechanisms of their enhancement;

the state educational standard - set of general requirements to contents of educational programs, the maximum amount of academic load of students, requirements to level of training of graduates;

the applicant - the legal entity who filed in corresponding the licensor petition for licensing and (or) appendices to the license;

institutional accreditation - assessment of activities of the organization/organization of education for high-quality submission of educational programs according to the declared status;

qualification requirements - set of the quantitative standard rates and qualitative indexes characterizing capability of the applicant to be engaged in educational activities or subspecies of educational activities;
