This Law governs legal relations in the field of environmental assessment, is directed to realization of constitutional right of citizens on the favorable environment by means of the prevention of the negative ecological effects resulting from implementation of economic and other activity and is based on relevant provisions of the Constitution of the Kyrgyz Republic, the Law of the Kyrgyz Republic "About environmental protection" and other regulatory legal acts adopted according to them.

The initiator of the project - legal entity or physical person, the organizer of activities having the financial resources necessary for preparation and implementation of the planned project decisions.
