About basic guarantees of the rights of the child in the state (new edition)

This Law is based on constitutions of the State Parties of the Commonwealth of Independent States, the Convention of the UN on the child's rights, Optional protocols to it, the World declaration on ensuring survival, protection and development of children and establishes basic guarantees of the rights and legitimate interests of the child, determines legal status of the child as independent subject and is aimed at providing his physical, moral and spiritual health, creation of conditions for forming of its personal consciousness. Special care and social protection are guaranteed to children with features of psychophysical development, and also to children, temporarily or constantly deprived of the family environment or appeared in other adverse conditions and extreme situations.

The state recognizes the childhood as important stage of human life and proceeds from the principles of priority of training of children for full-fledged life in is general stvo, development in them of socially significant and creative activity, education in them high moral qualities, patriotism and civic consciousness.

For the purposes of this Law the following concepts are used:

the child - person before achievement of age of 18 years (age of majority) by him if according to the legislation of the state it does not reach age of majority earlier;
