New edition of the law on courts of the Republic of Uzbekistan and the made changes in GPK of the Republic of Uzbekistan and amendment of the appeal by its institute, and also expansion of powers of cassation instance gave the chance to superior courts more carefully, comprehensively and in details to check arguments of claims and protests by reclamation and research of corroborating evidences. Thereby the law is directed to more effective protection of the rights of citizens.

In some cases higher degrees of jurisdiction not completely use the rights granted to them by the law by hearing of cases in appeal and cassation instances, do not eliminate the allowed violations of regulations of the substantive right for the purpose of possibility of adoption of the new decision on case.

For the purpose of ensuring the correct application of regulations of the material and procedural law by hearing of cases on the first appeal, cassation and supervising instances, more effective protection of the personal, political, economic, social rights and freedoms of citizens and elimination of the available shortcomings of court practice.

Plenum of the Supreme Court of the Republic of Uzbekistan, being guided by article 17 of the Law "About Courts", decides:
