2. Action of these rules extends to the citizens of the Russian Federation, foreign citizens and persons without citizenship insured in system of mandatory pension insurance who on the date of the request for lump sum payment performed forming of funded pension through fund.

2(1). Lump sum payment is performed:

a) to persons who did not acquire the right to funded pension according to article 6 of the Federal law "About Funded Pension", - on reaching age of 60 and 55 years (according to the man and the woman);
