About budget implementation of Federal Compulsory Health Insurance Fund for 2008

Article 1

1. Approve the performance report of the budget of Federal Compulsory Health Insurance Fund (further - Fund) for 2008 with the following main indicators:

1) the total amount of budget receipts of Fund in the amount 162 620 885, 3 thousand rubles;

2) the total amount of expenses of the budget of Fund in the amount 168 706 056, 3 thousand rubles;

3) amount of budget deficit of Fund in the amount 6 085 171, 0 thousand rubles.

2. Approve source of financing of budget deficit of Fund at the expense of remaining balance of budget funds of Fund in the amount 6 085 171, of 0 thousand rubles.

Article 2

Approve the following indicators of budget implementation of Fund for 2008:

1) sources of internal financing of budget deficit of Fund for 2008 according to appendix 1 to this Federal Law;

2) budget receipts of Fund for 2008 according to appendix 2 to this Federal Law;

3) expense structure of the budget of Fund for 2008 according to appendix 3 to this Federal Law;

4) distribution of the grants from the budget of Fund sent to budgets of territorial funds of compulsory medical insurance on accomplishment of territorial programs of compulsory medical insurance within the basic program of compulsory medical insurance in 2008 and on completion in the first half of the year 2008 of calculations for actually allotted medicines to separate categories of citizens in 2007 according to appendix 4 to this Federal Law;

5) distribution of the subsidies from the budget of Fund sent to budgets of territorial funds of compulsory medical insurance on compulsory medical insurance of the idle population (children) in 2008 according to appendix 5 to this Federal Law;

6) distribution of subventions in 2008 on financial provision of the state task for rendering the additional free medical care provided by therapists district police officers, pediatricians district police officers, general practitioners (family doctors), nurses district police officers of therapists of district police officers, pediatricians of district police officers, nurses of general practitioners (family doctors) according to appendix 6 to this Federal Law.

Article 3

Determine that on rendering the government public assistance to separate categories of citizens on providing with medicines, products of medical appointment, and also specialized products of clinical nutrition for handicapped children in 2008 to territorial funds of compulsory medical insurance send budgetary appropriations in the amount 53 907 858, 6 thousand rubles, including:

1) from means of the federal budget in the amount 45 907 858, 6 thousand rubles, from them:

a) on financing of expenses on ensuring separate categories of citizens with necessary medicines, products of medical appointment, and also specialized products of clinical nutrition for handicapped children in 2008 in the amount 30 857 207, 8 thousand rubles;

b) on completion in the first half of the year 2008 of calculations for actually allotted medicines to separate categories of citizens in 2007 in the amount 15 050 650, 8 thousand rubles, from them for the account:

the means of the federal budget which arrived in 2008 in the amount 14 995 981, 7 thousand rubles;

remaining balance of the means formed for January 1, 2008 as a result of incomplete use in 2007 of assignments of the federal budget for rendering the government public assistance to separate categories of citizens on providing with medicines in the amount of the 54th 669, 1 thousand rubles;

2) from budget funds of Fund on completion in the first half of the year 2008 of calculations for actually allotted medicines to separate categories of citizens in 2007 in the amount 8 000 000, 0 thousand rubles.

Article 4

Establish the size of the passing balance in cash of Fund for January 1, 2009 in the amount 11 242 082, of 5 thousand rubles.
