About some questions of licensing in the field of foreign trade

According to the Agreement on single measures of non-tariff regulation concerning the third countries of January 25, 2008, the Agreement on procedure for introduction and application of the measures affecting foreign trade in goods on single customs area concerning the third countries of June 9, 2009 and the Agreement on rules of licensing in the field of foreign trade in goods of June 9, 2009 the Council of Ministers of the Republic of Belarus DECIDES:

1. Approve the enclosed list of the republican state bodies and other state organizations subordinated to the Government of the Republic of Belarus, authorized on issue (issue approval) of licenses (allowing documents) for import and (or) commodity exportation included in the Single inventory to which prohibitions or import restrictions or the export by the State Parties of custom union within Eurasian economic community in trade with the third countries approved by the Decision of Interstate Council of Eurasian economic community (the supreme body of custom union) of November 27, 2009 No. 19 "On single non-tariff regulation of custom union of the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation" are applied.

1-1. Determine that the general license grants the right of export and (or) import of separate type of the licensed goods in the quantity determined by the license and it is issued:

during the exporting and (or) commodity import within the established quotas;

when exporting of the licensed self-produced goods;

when importing of the licensed goods for ensuring own production;

in other cases according to the decision of Council of Ministers of the Republic of Belarus approved with the President of the Republic of Belarus.
