The Verkhovna Rada of Ukraine decides:

1. Approve the Nation-wide program of fight against oncological diseases for the period till 2016 which is attached.

2. This Law becomes effective from the date of its publication.

The nation-wide program of fight against oncological diseases for the period till 2016

 

General part

One of the most dangerous medicobiological and social and economic problems are malignant new growths which annually reveal more than at 180 thousand people. Annually dies from cancer nearly 90 thousand people, from them 35 percent - working-age. Because of overdue diagnosis of oncological diseases there is considerable number of the patients dying within year after establishment of the diagnosis (38-40 percent). In developed countries such indicator does not exceed 30 percent.

For today more than 860 thousand people who had oncological disease live in Ukraine. The illness rate and death rates from cancer constantly raises because of adverse ecological situation.

 

Program purpose

The purpose of this Program is increase in efficiency of implementation of nation-wide actions for prevention of malignant new growths, improvement of quality of prevention of oncological diseases, availability of medical care to oncological patients, increase in indicator of recovery, decrease in the mortality rate oncological of the patients dying within year after establishment of the diagnosis, and death rate of malignant new growths of some localizations (breast cancer, necks of uterus, prostate gland).

 

Ways and methods of the problem resolution

Optimal variant of the problem resolution is recovery of oncological routine inspections of the population and dispensary observation of patients with predopukholny pathology in out-patient and polyclinic institutions, ensuring the corresponding interaction of treatment-and-prophylactic institutions and implementation of system approach and the modern principles of the organization of diagnostics, treatment and rehabilitation of patients with malignant new growths, bringing level of morphological and molecular and genetic diagnostics of new growths to the European standards, and also equipment of institutions of health care with the necessary equipment for carrying out scientific research in the field of oncology on the principles of evidential medicine.

It is necessary for the problem resolution:

enhance the legislation for the purpose of increase in level of responsibility of employers for creation of safe working conditions at the companies, in organizations and the organizations and implementation of actions concerning prevention of pollution of the surrounding environment cancerogenic substances, and also to enhance health care system for the purpose of forming of groups of the increased risk for ensuring improvement, dispensary observation and treatment of patients with onko-and predopukholny pathology;

bring regulatory legal acts of Ukraine into accord with the international standards determined by the World Health Organization concerning performing clinical trials of new domestic and import himiopreparat and medicines of maintenance;

perform integration of oncological practice in Ukraine in practice of community of oncologists of the world, including taking into account the international principles of anticarcinogenic fight determined in the Parisian charter of fight against cancer;

provide carrying out permanent monitoring of state of pollution of the surrounding environment with cancerogenic substances and their influences on the level of oncological incidence, annual monitoring of the illness rate of the population of malignant new growths depending on the level of pollution of the surrounding environment cancerogenic substances;

provide attraction of financial resources of mass information, educational institutions and public organizations to broader informing the population concerning prevention, early detection and effective treatment of oncological diseases; implement release of programs for prevention and early detection of oncological diseases on national and regional channels of television and broadcasting and thematic publications in periodic printing editions;

enhance procedure for licensing of economic activity on medical practice in "oncology" and mechanisms of the state accreditation of institutions of health care which provide medical care by the oncological patient;

enter in accordance with the established procedure into the list of medical specialties of specialty the doctor-cytologist, the doctor-himioterapevt and the clinical oncologist; prepare the appropriate educational programs and base of specialization;

resolve issue of creation at the national level of the professional commission on questions of standardization of methods of diagnostics and treatment of malignant new growths;

enhance standards of diagnostics and treatment of oncological patients and procedure for the organization of provision of the oncological help;

enhance system of forming of the rating indicators characterizing quality of work of oncological service of the region based on single system of the industry statistical reporting;

create unified information system in the field of oncology for ensuring exchange of information about condition of fight against malignant new growths;

enhance system of registration of cancer patients;

step by step to provide health care institutions with the necessary radiological, radiological, endoscopic equipment and devices of ultrasonic diagnostics;

provide early detection of malignant tumors;

create system of medical, social, psychological and sanatorium resettlement of patients with malignant new growths by reshaping of the existing health care institutions;

enhance system of psychological support of oncological patients and members of their families, in particular by involvement of volunteers to such work;

provide scientific support of this program, including by carrying out researches for the purpose of development of modern methods of the organization of the oncological help, determination of priorities during implementation of anticarcinogenic actions at all stages of provision of medical care in connection with oncological disease;

increase level of training of health workers on the oncological specialties, and also those health workers providing primary treatment-and-prophylactic help in health care institutions;

continue work by training in regions of hospices for palliative treatment, including by reshaping of institutions of health care;

develop standards of provision of palliative care by the patient in the conditions of hospices;

form in out-patient and polyclinic institutions offices of analgetic therapy and mobile teams for assistance by the oncological patient respectively in out-patient conditions and for their treatment to nady;

enhance system of teaching subject matters on oncology in medical educational institutions;

promote development of international cooperation in priority aspects of anticarcinogenic fight, expand cooperation in the field of oncology with the international oncological scientific and practical institutions; provide participation of scientists, specialists and students in the international scientific and practical conferences, programs of exchange of specialists and their training, other scientific and practical actions;

provide development of national oncological system, in particular taking into account provisions of Global strategy of the campaign against cancer developed by the World Health Organization (2005).

Within the specified directions the accomplishment of tasks and implementation of actions, forecast amounts and sources of financing of these tasks and actions given in appendix to this Program is provided.

 

The expected results

Accomplishment of the Program will give the chance:

enhance regulatory framework in the field of provision of medical care by the oncological patient;

provide increase in level of pro-knowledge of the population of risks of emergence of oncological diseases;

enhance order of registration of cancer patients;

reduce neglect of diseases of cancer by 5 percent;

increase the level of identification of malignant new growths of the I-II stage of some localizations (mammary gland, uterus neck) for 5 percent;

reduce death rate from malignant new growths by 5 percent;

provide provision of the specialized medical and public assistance to oncological patients;

lower the mortality rate of the oncological patients dying within year after establishment of the diagnosis by 5 percent;

create system of provision of the symptomatic help to oncological patients;

strengthen material and technical resources of institutions of health care, the oncological patient providing the medical and public assistance.

 

Amounts and sources of financing

Ensuring accomplishment of this Program is performed in the expense limits provided in the Government budget of Ukraine to the main managers of means - to contractors of the program, and also at the expense of means of budgets of the Autonomous Republic of Crimea, regional, the cities of Kiev and Sevastopol and other sources.

The amount of financing of this Program from the Government budget of Ukraine is determined annually proceeding from specific objectives and the available means and can be specified during creation of the draft of the Government budget of Ukraine for the corresponding year taking into account budget revenues opportunities.
