For the purpose of establishment of uniform conditions in activities of local and central public administrative authorities of the power - customers on construction and capital repairs of the objects provided in appendices No. 5 and No. 6 to the Law on the government budget on 2010 No. 133-XVIII of December 23, 2009, and also the capital costs which are subject to realization in the limits approved according to appendix No. 2 to the specified law I ORDER:

1. Approve procedure for investment financing, repair and the capital expenditures provided by the Law on the government budget for 2010 (according to appendix).

2. This procedure is applied in processes of plan development, financing and representation by customers on construction, repair and capital expenditures of documents when financing from the government budget of expenses on the objects provided in appendices No. 5 and No. 6 to the Law on the government budget for 2010 No. 133-XVIII of December 23, 2009 and also the capital costs which are subject to realization in the limits approved according to appendix No. 2 to the specified law.

3. Bodies of the central and local public government of all levels will observe requirements of this procedure for investment financing, the repair and capital costs provided in the Law on the government budget for 2010 for the purpose of non-admission of violations legislative and regulations which regulate relations of participants of investment processes.

4. The Ministry of Finance will return without financing to customers on construction, repair and capital expenditures the provided materials which do not correspond to this procedure

Procedure for investment financing and the capital costs provided by the Law on the government budget for 2010

I. GENERAL PROVISIONS

1.1. This procedure establishes uniform conditions of activities of bodies of the central and local public administration - customers on construction of facilities of investments, capital costs under Article 241, provided in appendices No. 5 and No. 6 to the Law on the government budget for 2010, and also according to individual clauses of the capital costs which are subject to realization in limits according to appendix No. 2 to the specified law namely: Article 241 - Investments, Article 242 - Acquisition of the main funds, Article 243 - Capital repairs, and also according to separate Sections of Article 271 - Capital transfers within the country which realization is subject of the Law on quality in construction No. 721-XIII of February 2, 1996 (further - the capital costs provided to the bodies of the central public power financed from the government budget). Capital costs of Articles 271, of 273, 280 and 290, which are not subject of the law are regulated legislative and the regulations specific to the corresponding industries of national economy.

1.2. Distribution for 2010 of assignments for investment financing and capital costs on objects which customers are bodies of the central public and local government, No. 133-XVIII approved according to appendices No. 5 and 6 to the Law on the government budget for 2010 of December 23, 2009 with indication of financing sources; main expenses, special means, grants and external loans.
