Approve the Development program of the state system of use of airspace of Ukraine for 2010-2014 which is attached.

Characteristic of the state system of use of airspace of Ukraine and perspective of its development

Air transport and the related infrastructure exert considerable impact on market development of passenger and freight transportation and economy of the state in general. According to forecasts of specialists the world park of aircrafts will increase from year to year, therefore, load of the state system of use of airspace of Ukraine will also grow. In the European states the number of flights gradually increases. In Ukraine after some reduction of number of flights in 2009-2010 their gradual increase is also predicted.

The state system of use of airspace of Ukraine includes executive bodies which provide realization of state policy in the field of use of airspace of Ukraine, the company and the organization, division of the joint civil and military system of air traffic management of Ukraine to which functions of air traffic management, radio engineering, aeronautical and meteorological providing aircraft, preparation and publication of regulating documents concerning air navigation, scientific maintenance of processes in the field of use of airspace of Ukraine, and also training of specialists for the specified sphere and carrying out their medical certification are assigned.

Considerable part of the aeronautical equipment which is used in Ukraine is obsolete and needs under repair and heavy expenses on maintenance. So, at 92 percent of radars the expiration date on use expired long ago, however their operation is performed due to prolongation of resource.

The legislation concerning aeronautical servicing needs harmonization with the relevant regulating documents of the European commonwealth in the field of the Single European sky.

Technical wear of the equipment and imperfection of the legislation in the field of use of airspace of Ukraine do not give the chance to fully use the transit capacity of the state and negatively influence process of integration of domestic system into world system of use of airspace.

For ensuring functioning and development of the state system of use of airspace of Ukraine it is planned to create the aeronautical integrated communication network which will become prototype of future national segment of world network of the aviation telecommunication created on the basis of the high-level transportation telecommunication network of the State company of servicing of air traffic of Ukraine.

Also navigation infrastructure at the airports with low intensity of flights needs optimization (Berdyansk, Vinnytsia, Ivano-Frankivsk, Izmail, Kryvyi Rih, Ternopil, Chernivtsi, Poltava, "Exactly", Severodonetsk, Sumy, Khmelnytskyi, Cherkasy).

Replacement of watch facilities in the main airfields and routes is provided. It is planned to carry out upgrade of automated control systems for air traffic, planning and control of use of airspace of Ukraine, enhancement of meteorological ensuring flights on routes, preflight training of crews by enhancement of system of centralized meteorological providing air navigation.

Purpose and main objectives of the Program

The purpose of the Program consists in realization of state policy on development of the state system of use of airspace of Ukraine, increase in level of safety of flights, strengthening of sovereignty of the state and adaptation of the legislation of Ukraine to the European Union law, and also preparation of the state system to use of airspace of Ukraine to carrying out final part of the European championship of 2012 on soccer.

The main objectives of the Program are:

creation of conditions for ensuring safe, high-quality and effective aeronautical servicing of civil and state aircrafts;

enhancement of the legislation concerning functioning of the joint civil and military system of air traffic management and training of personnel concerning air traffic management;

reduction of the legislation concerning aeronautical servicing and air traffic management in compliance with requirements of International Civil Aviation Organization, European organization for safety of air navigation;

enhancement of air traffic management by updating of communication systems, navigation, observation;

harmonization and integration of system of air traffic management of Ukraine into the European system of air traffic management.

The expected results and necessary resources for accomplishment of the Program

Accomplishment of the Program will give the chance:

increase the level of safety of flights;

raise the status of Ukraine as aviation state and to realize its transit potential;

increase reliability and service quality of air traffic;

implement the newest technologies of servicing, perform transition to the modern equipment;

enter new routes of air traffic and increase handling capacity of already existing routes;

create new workplaces;

increase the level of contributions to the Government budget of Ukraine (at the expense of the income tax and contributions to Social Insurance Funds).

Financing of the Program is provided to be performed at the expense of own means of the State company of servicing of air traffic of Ukraine (approximate 70 percent) and funds from investors (approximate 30 percent). The amount of the means necessary for accomplishment of the Program can change according to production requirements to functioning of the state system of use of airspace and the current macroeconomic situation.

For accomplishment of the Program it is necessary to perform actions according to appendix.

Management and control over the implementation of the Program

The Ministry of Infrastructure together with the Ministry of Defence exercise coordination and control over the implementation of the Program.

Direct implementation of actions of the Program is assigned to the State company of servicing of air traffic of Ukraine.
