About approval of the technical regulation about safety of the devices using gaseous fuel
According to the Federal Law "About Technical Regulation" Government of the Russian Federation decides:
1. Approve the enclosed technical regulation about safety of the devices using gaseous fuel (further - the technical regulation).
The technical regulation becomes effective since January 1, 2011.
2. To the Ministry of Industry and Trade of the Russian Federation together with the interested federal executive bodies in 3-month time to prepare the draft of the list of the devices which are using gaseous fuel, subject to obligatory confirmation of conformity when placing under the customs regimes providing possibility of alienation or use of these products according to its appointment on customs area of the Russian Federation and to provide it in accordance with the established procedure to the Government of the Russian Federation.
3. Provide to federal executive bodies reduction of the regulatory legal acts in compliance with the technical regulation by day of the introduction it in force.
4. The documents confirming compliance of the devices using gaseous fuel, to mandatory requirements keep the action before the expiration on which they were issued.
5. Prior to the day of entry into force of the technical regulation the scheme of declaring of compliance of the devices using gaseous fuel on the basis of own proofs is allowed for application only by the manufacturers or persons performing functions of the foreign manufacturer.
6. The realization of this resolution is enabled by federal executive bodies within the number of employees of central office and territorial authorities of the corresponding federal executive bodies and assignments of the federal budget provided by it on management and management in the field of the established functions established by the Government of the limiting Russian Federation.

1. This technical regulation establishes obligatory for execution and application of the safety requirement and energy efficiency of the devices using gaseous fuel (the daleegazoispolzuyushchy equipment), rules of identification of the gas-using equipment, the rule and form of assessment of its compliance to requirements of this technical regulation, the requirement to packaging, marking and operational documentation.
2. This technical regulation extends to the gas-using equipment released in the territory of the Russian Federation.
3. The gas-using equipment shall provide explosion safety, mechanical, fire, thermal, chemical, ecological and electric safety.
4. For the purposes of this technical regulation the basic concepts, the stipulated in Clause 2 Federal Laws "About Technical Regulation", and also the following basic concepts are used:
"ventilation of the combustion chamber" - process of replacement by air of the not burned down gas which is in the combustion chamber of the gas-using equipment and in flues in the absence of supply of gas in torch;
"time of ignition of the gas burner device" - time interval from the moment of supply of gas of torch before ignition and distribution of flame on all surface of the gas burner device;
"gas path" - parts of the equipment between the main locking body and torch (Amy) on which give or in which there is gas;
"gaseous fuel" - any fuel which is in gaseous state at temperature 20¾C and the atmospheric pressure of 101,325 of kPa;
"torch with complete preliminary mixing" - torch in which gas mixes up with air for burning before exhaust outlets of torch or in which ready gas mixture moves;
"ignition" - process in case of which ignition of ignition and (or) main torch with registration of signal of flame availability is made;
"the combined torch" - the torch intended for separate burning of gaseous or liquid types of fuel;
"gas leakage regulation" - the admissible size of leakage of gas through gas path in case of supply of gas in entrance branch pipe and in case of the closed condition of control units, regulations and safety;
"batch of the gas-using equipment" - definitely the identified quantity of units of the gas-using equipment made in the same conditions of engineering procedure;
"repeated ignition" - ignition in case of which after blackout of flame in operating time of the equipment supply of gas in torch stops and begins automatic start-up of torch with accomplishment of the set program;
"standard sample" - the sample of the gas-using equipment identified on functional purpose and design made in the same conditions of engineering procedure selected for assessment of conformity;
"safety control" - the device providing automatic shutdown of supply of gas in the main torch in case of variation of controlled parameters out of admissible limits.
5. The measuring instruments applied to determination of safety requirements and assessment of conformity of the gas-using equipment to requirements of this technical regulation shall be the approved type and are confided according to the procedure, established by the Federal Law "About Ensuring Unity of Measurements".
6. National standards which list claims are applied to observance of the mandatory requirements to the gas-using equipment established by this technical regulation also on voluntary basis and publishes in accordance with the established procedure Federal Agency for Technical Regulation and Metrology.
7. In this technical regulation are understood as the gas-using equipment:
a) the equipment intended for cooking, heating and hot water supply;
b) block automatic torches and the gas-using equipment with such torches specified in the subitem "an" of this Item;
c) the devices intended for embedding in the equipment and which are in circulation separately from the equipment specified in the subitem "an" of this Item, including the control unit, regulation and safety.
8. Requirements of this technical regulation are established concerning the gas-using equipment provided by the list according to appendix.
9. Treat the gas-using equipment to which this technical regulation is not applied:
a) boilers and steam generators with the vapor pressure of more 0,07 of MPa (0,7 of kgf/cm 2), boilers with water temperature more than 115 With;
b) the equipment, held for use in engineering procedures on industrial enterprises;
c) the equipment using gas as motor fuel.
10. The gas-using equipment to which the forms established by this technical regulation and schemes of assessment of conformity are applied shall be identified. Identification is carried out by certification body by means of establishment of identity of characteristics of the gas-using equipment to essential signs.
11. The essential signs characterizing the gas-using equipment are:
a) name, model (type) and purpose of the gas-using equipment;
b) type and nominal pressure of the used gas;
c) rated thermal power;
d) tension and frequency of electric current (for the gas-using equipment connected to power network).
12. Identification of the gas-using equipment is carried out taking into account the signs specified in Item 11 of this technical regulation by comparison of the characteristics of the gas-using equipment with them specified on packaging, marking and in operational documentation.
13. Identification of the gas-using equipment is carried out in case of assessment of conformity or content on packaging, marking and in operational documentation of the incomplete technical description on the gas-using equipment or in need of confirmation of the accuracy of the information provided by the manufacturer (seller).
14. For the description of the gas-using equipment regulating documents of federal executive bodies, national standards, specifications, the shipping documentation, agreements of deliveries, specifications, technical descriptions and other documents characterizing the gas-using equipment are used.
15. For identification of the gas-using equipment for the purpose of the prevention of the actions misleading acquirers, the interested person shall be convinced that the identifiable gas-using equipment corresponds to signs, stipulated in Item the 11th this technical regulation, and also information specified on packaging, marking and in operational documentation.
16. This technical regulation is accepted for the purpose of:
a) protection of life and health of citizens, property of physical persons or legal entities, state-owned or municipal property;
b) environmental protections, life and health of animals and plants;
c) preventions of the actions misleading acquirers of the gas-using equipment;
d) ensuring energy efficiency.
Requirements of vzryvopozharobezopasnost
17. The gas-using equipment shall exclude explosion hazard from external source of ignition.
18. The torch of complete preliminary mixing shall exclude explosion hazard in case of all modes of combustion of gaseous fuel provided by the manufacturer.
19. The combined torch shall ensure safety of the gas-using equipment in case of combustion of gaseous and liquid fuel.
20. Locking devices and gas path of the gas-using equipment shall exclude exceeding of the most admissible regulation of leakage of gas established by the manufacturer.
21. Connections of gas path shall be hermetic.
22. The gas-using equipment shall provide ventilation of the combustion chamber due to natural draft or forced air supply before ignition and repeated ignition of torch.
23. Starting capacity and time of ignition of torch in case of ignition and repeated ignition, the number of attempts of repeated ignition, time of shutdown of supply of gas in case of blackout of flame shall be limited for prevention of dangerous accumulation of not burned down gas.
24. The torch shall provide smooth ignition and repeated ignition with uniform ignition on all surface of torch.
25. The gas-using equipment intended for application in internal spaces and rooms shall have the device providing prevention of accumulation of not burned down gas. It is allowed to use the gas-using equipment without similar device in rooms with the ventilation level sufficient for prevention of accumulation of not burned down gas.
26. Details and devices of the gas-using equipment which are near bearing and adjacent areas shall not heat up to temperature creating danger of ignition of these surfaces.
Requirements of ecological and chemical safety
27. The gas-using equipment shall provide stability of flame and absence in products of combustion of carbon oxides and nitrogen in the quantities exceeding the threshold limit values established by the legislation of the Russian Federation on sanitary and epidemiologic wellbeing of the population.
28. The gas-using equipment connected to flue shall exclude accidental emission of products of combustion in the room.
29. The gas-using equipment connected to flue shall provide interruption in supply of gas to torch in case of violations in system of removal of products of combustion.
30. The safety control of the heating and water-heating gas-using equipment which is not connected to flue and not equipped with the exhaust device for removal of products of combustion shall provide control of condition of atmospheric air and interruption in supply of gas to torches in case of the concentration of carbon oxide in air of the room exceeding the threshold limit value established by the legislation of the Russian Federation on sanitary and epidemiologic wellbeing of the population.
31. The condensate which is formed in case of start-up shall not influence safety of the gas-using equipment.
32. The gas-using equipment shall exclude formation of condensate in case of combustion of gaseous fuel (except the gas-using equipment working in the condensation mode).
33. In the gas-using equipment intended for cooking and hot water supply the materials conforming to requirements of the legislation of the Russian Federation about sanitary and epidemiologic wellbeing of the population shall be applied.
Requirements of mechanical safety
34. The gas-using equipment shall exclude emergence of the unstable provisions, deformations, breakdowns or depreciation capable to reduce its safety during service life.
35. All details which are under pressure shall maintain mechanical and temperature operational loadings in order to avoid emergence of the deformations influencing safety of the gas-using equipment.
36. The materials applied in case of production of the gas-using equipment shall correspond to the appointment and to be steady against mechanical, thermal and chemical impacts to which they will be exposed during equipment service life.
Requirements of thermal safety
37. Heating of surface of devices of manual control and the external surfaces of the gas-using equipment to which the user can contact except for shall not lead the surfaces performing function of heat transfer to thermal burn.
38. The design of the gas-using equipment intended for hot water supply shall provide the device excluding thermal burn of the user the water applied to economic domestic needs.
Requirements of electric safety
39. Fluctuations of voltage or change of characteristics of auxiliary energy, and also shutdown of energy and subsequent its recovery shall not lead to dangerous situation.
40. The gas-using equipment connected to power network shall provide protection against defeat with electric current.
Requirements of energy efficiency
41. When designing the gas-using equipment the technical solutions providing increase in its energy efficiency are applied.
Requirements to control units, regulations and safety of the gas-using equipment
42. If the gas-using equipment is equipped with control units, then their work shall not break functioning of safety controls.
43. The gas-using equipment shall ensure safety in case of failure of devices of regulation, management and safety.
44. Control units, regulations and shutoff valves of the gas-using equipment shall have the designations and the corresponding instructions preventing wrong actions from the user.
45. Safety controls, managements and regulations of the gas-using equipment established and regulated by the manufacturer shall be protected from unauthorized access.
46. Assessment of conformity of the gas-using equipment to requirements of this technical regulation is performed in forms of confirmation of conformity of the gas-using equipment to requirements of this technical regulation and the state control (supervision).
47. Confirmation of conformity of the gas-using equipment to requirements of this technical regulation is obligatory and is performed in forms of adoption of the declaration of conformity of the gas-using equipment to requirements of this technical regulation (further - the declaration of conformity) or obligatory certification.
48. The forms of confirmation of conformity provided for certain types (types) of the gas-using equipment are given in appendix to this technical regulation.
49. In case of confirmation of conformity by the applicant the manufacturer (seller) is. Concerning the gas-using equipment imported on the territory of the Russian Federation, obligatory confirmation of conformity is performed by the legal entity or physical person registered in accordance with the legislation of the Russian Federation in its territory as the individual entrepreneur, the being manufacturer (seller) or performing functions of the foreign manufacturer based on the contract with it in part:
a) ensuring compliance of the delivered gas-using equipment to requirements of this technical regulation;
b) responsibility for discrepancy of the delivered gas-using equipment to requirements of this technical regulation.
50. Declaring of compliance of the gas-using equipment is performed on one of the following schemes:
a) the scheme 1D - adoption of the declaration of conformity based on own proofs;
b) the scheme 2D - adoption of the declaration of conformity based on own proofs and the evidence obtained with participation of certification body and (or) accredited test laboratory (center).
51. At the request of the applicant declaring of compliance according to the scheme 1D can be replaced with declaring of compliance according to the scheme 2D, and declaring of compliance according to the scheme 2D - obligatory certification.
52. When declaring compliance according to the scheme 1D the applicant independently creates evidentiary materials for the purpose of confirmation of the gas-using equipment to requirements of this technical regulation. As evidentiary materials technical documentation, results of own researches (testing) and measurements are used.
53. Evidentiary materials for adoption of the declaration of conformity according to the scheme 1D shall include:
a) information on object of confirmation of conformity;
b) the technical and (or) design documentation which formed the basis for the declaration of conformity of the declared gas-using equipment to requirements of this technical regulation;
c) results of testing of the gas-using equipment.
54. When declaring compliance according to the scheme 2D the applicant in addition to evidentiary materials, the stipulated in Item 53 presents of the technical regulation, includes in them the test report of the standard samples of the gas-using equipment which are carried out by accredited test laboratory (center) (further - the test report), and (or) the certificate of the quality system concerning which control of the certification body which issued the certificate is provided.
55. Adoption of the declaration of conformity includes the following procedures performed by the applicant:
a) forming of set of evidentiary materials;
b) registration and registration of the declaration of conformity.
56. The set of the evidentiary materials provided by Items 53 and (or) 54 of this technical regulation shall be at the applicant during service life of the gas-using equipment.
57. Effective period of the declaration of conformity constitutes 3 years.
The declaration of conformity of batch of the gas-using equipment to requirements of this technical regulation is effective only concerning the equipment relating to specific batch.
58. The applicant shall make the decision on cancellation of the declaration of conformity in the following cases:
a) reorganization of the legal entity or physical litsaindividualny entrepreneur;
b) modification of design, technical documentation, the production technology of the gas-using equipment which affected or can affect compliance of the gas-using equipment to the requirements established by this technical regulation.
59. After effective period of the declaration of conformity and in the cases provided by subitems "an" and "b" of Item 58 of this technical regulation, declaring of compliance is performed according to the procedure, established by this technical regulation.
60. Confirmation of conformity in the form of obligatory certification of the gas-using equipment is performed by certification body based on results of the testing of standard sample which are carried out by accredited test laboratory (center).
61. Obligatory certification of the gas-using equipment is performed based on the contract between the applicant and certification body according to schemes, the stipulated in Item 62 presents of the technical regulation.
62. For confirmation of conformity of the gas-using equipment to requirements of this technical regulation the following schemes of obligatory certification are established:
a) the scheme 1C - certification of the gas-using equipment based on results of testing of the standard samples which are carried out by accredited test laboratory (center) with implementation of the subsequent control by certification body of the certified gas-using equipment;
b) the scheme 2C - certification of the gas-using equipment based on results of testing of the standard samples which are carried out by accredited test laboratory (center) with implementation of the analysis of condition of production of this gas-using equipment and the subsequent control by certification body of the certified gas-using equipment;
c) the scheme 3C - certification of the gas-using equipment based on results of testing of the standard samples which are carried out by accredited test laboratory (center), availability of the certified quality system or carrying out certification of the quality system with implementation of the subsequent control by the certification body which issued the certificate of the quality system;
d) the scheme 4C - certification of batch of the gas-using equipment based on results of testing of the standard samples of the gas-using equipment which are carried out by accredited test laboratory (center);
e) the scheme 5C - certification of single samples of the gas-using equipment based on results of their testing.
63. For implementation of obligatory certification of the gas-using equipment the applicant creates set of documents which shall include:
a) general description of design of the gas-using equipment;
b) working drawings, schemes of details, assembly nodes, electric chains;
c) descriptions and the explanations necessary for understanding of the specified documentation, including the description of the principles of functioning of the gas-using equipment;
d) the list of the national standards applied to observance of the mandatory requirements to the gas-using equipment established by this technical regulation or the description of risks and the decisions made for the purpose of fulfillment of requirements of this technical regulation if the specified national standards were not applied;
e) results of project calculations, testing;
e) test report of standard (single) sample;
g) certificates of conformity (declarations of conformity) on the devices intended for embedding in the gas-using equipment (if they are subject to obligatory confirmation of conformity);
h) the instruction for installation, technical I service also to repair of the gas-using equipment;
i) the certificate of the quality system (in the presence of such system);
j) the passport of the gas-using equipment (for specific types (types) of the equipment which procedure for application on hazardous production facilities is established by the legislation of the Russian Federation in the field of industrial safety);
k) others at the choice of the applicant the documents testimonial of compliance of the gas-using equipment to the requirements established by this technical regulation.
64. Terms of implementation of obligatory certification of the gas-using equipment shall not exceed 3 months if other is not established by the contract between the applicant and certification body.
65. The obligatory certification of the gas-using equipment performed based on the contract between the applicant and certification body taking into account results of testing of standard sample includes the following procedures:
a) giving by the applicant in certification body of the request for carrying out certification of the gas-using equipment (further - the request);
b) consideration of the request and acceptance of the decision on it certification body;
c) selection of standard sample and its identification;
d) carrying out testing of standard sample of the gas-using equipment by accredited test laboratory (center);
e) carrying out the analysis of condition of production of the gas-using equipment by certification body if such analysis is provided by the corresponding scheme of obligatory certification;
e) generalization of results of testing and analysis of condition of production of the gas-using equipment and issue to the applicant of the certificate of conformity;
g) monitoring procedure of the certified gas-using equipment if such control is provided by the scheme of obligatory certification;
h) holding the adjusting actions in case of discrepancy of the gas-using equipment to the established requirements and the wrong application of sign of the address.
66. The applicant submits the application at the choice to one of certification bodies.
67. The request shall contain:
a) the name and the address of the manufacturer (if the application is submitted by the authorized representative - in addition as well its name, the address and the document on provision of powers);
b) set of the documents specified in Item 63 of this technical regulation.
68. The applicant shall make available to certification body the standard sample of the gas-using equipment representing this production. The test report can cover several models (types) of the gas-using equipment provided that distinction between models (types) does not influence the level of safety and other requirements concerning use of the gas-using equipment. In case of need for conducting check by certification body additional standard samples can be selected.
69. The certification body within 10 days from the date of receipt of the request reports to the applicant about the decision containing the conclusion about compliance of the submitted documents to requirements of this technical regulation and condition of carrying out obligatory certification.
70. Testing of standard sample are carried out by accredited test laboratory (center) based on the contract with certification body to which the test report is issued. It is allowed to carry out at the request of the applicant testing of standard sample by accredited test laboratory (center) at the manufacturer or on site operation if the standard sample answers signs, stipulated in Item with the 68th this technical regulation.
71. The analysis of condition of production of the gas-using equipment is carried out by certification body at the manufacturer. Analysis results are drawn up by the act of certification body.
72. In case of positive results of testing of standard sample and the analysis of condition of production of the gas-using equipment the certification body draws up the certificate of conformity, registers it and issues to the applicant. The certificate of conformity is issued for 5 years.
73. The applicant during action of the certificate of conformity shall inform certification body on the changes made to technical documentation or engineering procedures of production of the gas-using equipment. The certification body estimates extent of influence of these changes on compliance of the gas-using equipment to the safety requirements and energy efficiency established by this technical regulation and makes the decision on preserving effective period of the certificate of conformity or its suspension or the termination.
The certification body reports about the decision to the applicant.
74. The certification body at least once a year exercises control of the certified gas-using equipment during effective period of the certificate of conformity by carrying out testing of standard sample and the analysis of condition of production of the gas-using equipment if such analysis is provided by the corresponding scheme of obligatory certification. Selection of standard test piece at the discretion of certification body is made at the manufacturer or the seller. By results of control the certification body makes the decision on preserving effective period of the certificate of conformity or on its suspension or the termination.
75. The obligatory certification of batch of the gas-using equipment performed based on the contract between the applicant and certification body taking into account results of the testing of standard sample which are carried out by accredited test laboratory (center) is applied to the gas-using equipment realized by the applicant who is his seller and includes the following transactions:
a) giving by the applicant in certification body of the corresponding request;
b) consideration of the request and acceptance of the decision on it certification body;
c) carrying out testing of standard sample of the gas-using equipment by accredited test laboratory (center);
d) analysis of results of testing and issue to the applicant of the certificate of conformity.
76. Testing of standard sample (samples) from batch of the gas-using equipment are carried out by accredited test laboratory (center) for the contract with certification body to which the test report is issued.
77. In case of positive results of testing the certification body draws up the certificate of conformity on batch of the gas-using equipment, registers it and issues to the applicant.
78. The applicant, including the applicant who is the seller of the gas-using equipment based on the received certificate of conformity marks the gas-using equipment market access mark.
79. The certificate of conformity concerning batch (single sample) of the gas-using equipment is issued without specifying of term of its action.
80. The certificate of conformity concerning batch of the gas-using equipment is effective only concerning the equipment relating to specific batch.
81. Each unit of the gas-using equipment released in the territory of the Russian Federation shall have in a visible place the marking plate with the data kept during service life of the gas-using equipment.
82. Information containing in marking of the gas-using equipment and in the instructions for installation, operation and maintenance attached to it shall be stated in Russian. The specified information can be also stated in other languages, at the same time its content shall be identical to information in Russian.
83. The marking plate shall contain the following information provided by the applicant to any by method, convenient for it:
a) market access mark (it is applied on each unit of equipment);
b) name and location of the manufacturer (address, country and (or) place of origin of products);
c) model (type) of the equipment;
d) serial number (batch number);
e) date of production of the equipment;
e) rated thermal power;
g) type and nominal pressure of the used gas;
h) tension, frequency of electric current and the consumed electric power (for the gas-using equipment connected to power network).
84. The warning labels applied on the gas-using equipment shall inform the user:
a) about explosion hazard, the fire, poisoning with carbon monoxide, harmful thermal effects, defeat by electric current (regarding the gas-using equipment connected to power network);
b) about need of installation of the gas-using equipment for well aired rooms (regarding the gas-using equipment with withdrawal of products of combustion to the room).
85. The gas-using equipment connected to power network shall have the grounding badge located near the place of connection of the grounding wire.
86. The instructions for installation, maintenance and repair of the gas-using equipment and management for its operation executed in Russian shall be included in the package of delivery of the gas-using equipment.
If necessary it is allowed to combine the specified documents.
87. The instruction for installation, maintenance and repair of the gas-using equipment shall contain the following information:
a) general description of the gas-using equipment and principles of its work;
b) rated thermal power and nominal thermal performance of the gas-using equipment;
c) types and nominal pressure of the used gases;
d) procedure for transfer of the gas-using equipment from one type of gas on another;
e) requirements to ventilation of the room where the gas-using equipment, for ensuring process of burning, exception of accumulation of the dangerous not burned down gases and creation of the conditions providing removal of products of burning is installed;
e) requirements to gas block torches and the gas-using equipment for which these torches are intended, and if necessary the list of combinations recommended by the manufacturer to guarantee proper assembly and adjustment, to ensure the declared technical characteristics and safety of collected sample of the gas-using equipment during operation;
g) requirements to chemical composition of water for the heating equipment (in case water is the heat carrier);
h) the rated voltage of power network for the gas-using equipment with electric food of systems of automatic equipment;
i) the list of the national standards applied to observance of the mandatory requirements to the gas-using equipment established by this technical regulation;
j) characteristic defects of the gas-using equipment and methods of their elimination;
k) requirements to air exchange indoors where installation of the heating and water-heating gas-using equipment which is not connected to flue and not equipped with the exhaust device for removal of products of combustion is allowed.
88. The operation manual on the gas-using equipment shall contain all data necessary for its safe operation during service life and specify to the user restriction of its opportunities.
89. The armature intended for installation of the gas-using equipment, and the devices intended for embedding in the gas-using equipment shall be delivered complete with the instruction for installation, maintenance and repair of the gas-using equipment.
90. All connecting openings of pipelines shall be closed by transport caps.
91. Each unit of the gas-using equipment shall be packed so that to ensure its safety in case of storage and transportation.
92. Packaging shall provide conditions of transportation, loading and unloading of the gas-using equipment.
93. Marking shall be applied on packaging from outer side.
94. Marking shall be accurate and well distinguishable, is put with indelible or water-repellent paint, contrast with color of packaging.
95. Marking shall be duplicated on different places of packaging and to be available to reading.
96. Marking on packaging shall contain the following information:
a) market access mark (it is applied on each packing unit);
b) name and location of the manufacturer (address, country and (or) place of origin of products);
c) model (type) of the equipment;
d) type and nominal pressure of the used gas;
e) handling instructions: "Top", "Brittle. Carefully".
97. It is allowed to mark only packaging if marking cannot be applied directly on the gas-using equipment in view of features of design.
X. Application of market access mark
98. Marking of the gas-using equipment market access mark is performed by the manufacturer, the seller or person performing functions of the foreign manufacturer if compliance of the equipment is confirmed to requirements of this technical regulation.
