About approval of Rules of sampling of the moved (transported) objects

1. Approve the enclosed Rules of sampling of the moved (transported) objects.
2. To development department of livestock production and veterinary safety of the Ministry of Agriculture of the Republic of Kazakhstan (Tokseitova R. A.) in the procedure established by the legislation to provide state registration of this order in the Ministry of Justice of the Republic of Kazakhstan.
3. This order becomes effective after ten calendar days from the date of its first official publication.

1. These rules of sampling of the moved (transported) objects (further - Rules) are developed according to the subitem 34) of article 8 of the Law of the Republic of Kazakhstan of July 10, 2002 "About veterinary science" and determine single procedure for sampling of the moved (transported) objects which are subject to the state veterinary health control including crossing of Frontier of the Republic of Kazakhstan, for carrying out laboratory researches for the purpose of determination to their compliance to veterinary health requirements and safety requirements.
2. In these rules the following concepts are used:
1) selection - set of tests, are selected from the transported (moved) object for determination of compliance of batch to veterinary health requirements and safety requirements;
2) control test - the part of average test which is stored in the laboratory conducting researches, intended for repeated research in case of discrepancy or emergence of disputes over results of the conducted researches;
3) stern - the products of plant, animal, mineral, microbiological, chemical origin used for feeding of animals, which are containing nutrients in assimilable form and not making harmful effects on health of animals;
4) feed additive - the substances of organic, mineral and (or) synthetic origin used as sources of missing nutritious and mineral substances and vitamins B diet of animals;
5) laboratory test (final test) - the part of average test intended for forming of the test sample directed to researches (brought to laboratory), determined by regulating documents for the purpose of confirmation of conformity of controlled object to the established requirements;
6) quartation method - method of creation of average test of the joint test by its division (after careful hashing) on four equal parts and consecutive selections of two quarters on diagonal before receipt of the product quantity required for the laboratory analysis;
7) envelope method - the scheme of selection of pointed tests piece, bulk in transport container or without it and put by embankment, stack, ranks. Depending on the size of unit of the vehicle, transport container or storage with products, the method of single, double or triple envelope with sampling from the lower, average and upper layers is applied;
8) hinge plate - the part of average test allocated for determination of separate indicators of product quality;
9) the joint test - the set of the pointed tests which are selected from selection, intended for creation of average test;
10) test - sample, the transported (moved) object which is selected from;
11) batch - the quantity of the homogeneous transported (moved) object made (made) by one producer in identical conditions on one regulating document, with identical date of development, which is drawn up by one veterinary accompanying document and brought at the same time;
12) consumer pack - the container which is arriving to the consumer with products and not representing independent transport unit (bottle, bank, packet, glass, briquette);
13) products of animal origin - meat and meat products, milk and molokoprodukta, fish and fish products, egg and yaytseprodukta, and also beekeeping products;
14) raw materials of animal origin - skin, wool, hair, bristle, furs, down, feather, endocrine glands, interiors, blood, bones, horns, hoofs, other products received from animals, intended on forage to animals and (or) used in the industry;
15) average test - the part of the joint test intended for carrying out laboratory researches;
16) pointed test - part of the test which is selected from the transported (moved) object from one place at one time from one batch for creation of the joint test;
17) container - packaging element for placement of products (boxes, drum, barrel, the tank and other types of packaging), provided by standards, specifications;
18) transport container - the packaging for placement of products forming independent transport unit (container, sack, box, flask);
19) packing unit - commodity unit together with packaging in which it is packed.
3. Requirements of these rules are intended for application by the state veterinary health inspectors of the corresponding territories and the state veterinary health inspectors of control posts, the state veterinary laboratories and laboratories of veterinary and sanitary examination of the markets or divisions of production supervision, for execution by the physical persons and legal entities which are engaged in transportation, storage, realization of the moved (transported) objects.
4. These rules extend to products and raw materials of animal origin, forage and feed additives, and also the tests which are selected from pathological material, water, the soil and air.
