I. General provisions

1. This Standard scheme determines the sequence of implementation of the main control actions at sea and river (lake) check points through frontier of the Russian Federation (further - check points).

2. Control actions at check points are performed concerning the ocean and river crafts (further - vessels) moved on them cargo vehicles, buses, cars, rail cars, containers (further - vehicles) the passengers, crew members of the vessel, transport drivers, freight forwarders and other persons accompanying the vehicle (loads), loads, goods and animals.

3. Border, customs, sanitary and quarantine, veterinary, quarantine phytosanitary, transport control (further - the state control) is exercised within check points.

4. The state control at check points is exercised by divisions of bodies boundary, customs, sanitary and quarantine, veterinary, phytosanitary quarantine control (further - the state regulatory authorities) in the limits set by the legislation of the Russian Federation of powers and shall provide:

1) minimization of time of its carrying out;

2) exception of duplicative functions and actions;

3) reducing number of interactions of officials of the state regulatory authorities with controlled persons, vehicles, loads, goods and animals, including for the realization account of the principle of "one window".

5. When implementing the state control at the check point the principle of "one window" according to which the carrier (person acting from his name) along with the documents submitted according to the customs legislation of the Customs union in case of arrival of goods and vehicles on single customs area of the Customs union submits to the official of customs authority the documents necessary for implementation of other types of control is applied.

6. Customs authorities exercise customs, transport control, and also sanitary and quarantine, veterinary and phytosanitary quarantine control regarding conducting verification of documents at the check points which are specially equipped and intended for these purposes (further - specialized check points).

Data exchange between customs authorities and other state regulatory authorities at check points is made in accordance with the established procedure, including by information exchange with use of electronic means of processing and data transmission

7. The priority of implementation of the state control of courts is planned by administration of sea or river (lake) port (further - port administration) according to time of receipt from captains of ships (shipowners or persons authorized by them) of information on arrival (departure) of the vessel.

The number of the courts which are at the same time subject to the state control is planned by port administration in coordination with the state regulatory authorities for the forthcoming days.

8. The state control of courts is exercised at moorings, on raid transshipment facilities or on the raids included in check point limits.

The venue of the state control of the vessel is determined by port administration in coordination with boundary and customs authorities depending on type and features of the vessel, technology of transfer of loads and servicing of passengers in port, and also characteristics of port.

8.1. Unloading (loading) of vehicles, loads, goods and animals, disembarkation (landing) of passengers, transport drivers and other attendants vehicles (loads) of persons, and also the admission on the vessel of the employees of port providing accomplishment of cargo operations can directly be performed after arrival prior to implementation of border and customs control of the vessel with the permission of officials boundary, customs, and if necessary and in cases, stipulated by the legislation the Russian Federation, and other regulatory authorities.

Departure from the check point of faces, vehicles, export from them of loads, goods and animals before completion of the state control is prohibited.

8.2. The state control of the vessel and crew members of the vessel onboard the vessel can be performed during unloading (loading) of vehicles, loads, goods and animals, and also disembarkation (landing) of passengers, transport drivers and other attendants vehicles (loads) of persons.

8.3. Types of vessel and the list of the loads moved on them, goods on which officials of the state regulatory authorities make decisions on permission of actions, stipulated in Item 8.1. this Standard scheme, are determined in technological schemes of the organization of the omission through frontier of the Russian Federation of persons, vehicles, loads, goods and animal, developed and approved for each check point in accordance with the established procedure (further - the technological scheme).

In case of acceptance by officials of the state regulatory authorities of the decision on prohibition of unloading (loading) of vehicles, loads, goods and animals, disembarkation (landing) of passengers and transport drivers, freight forwarders and other attendants vehicles (loads) of persons, and also the admission on the vessel of the employees of port providing accomplishment of cargo operations, the official of the relevant state regulatory authority informs port administration.

9. Officials of customs authority in the presence of the preliminary information provided according to article 42 of the Customs Code of the Customs Union * make the decision on need of implementation of customs control of the vessel, vehicles, loads, goods and animals onboard the vessel in case of arrival of the vessel, in view of the following conditions:
