About approval of the technical regulation about safety of the equipment for work in explosive environments

According to the Federal Law "About Technical Regulation" Government of the Russian Federation decides:

1. Approve the enclosed technical regulation about safety of the equipment for work in explosive environments (further - the technical regulation).

The technical regulation becomes effective since January 1, 2012.

2. The documents on accreditation issued in accordance with the established procedure to accredited bodies on certification and accredited test laboratories before entry into force of the technical regulation and also the certificates of conformity issued before entry into force of the technical regulation are considered valid before the termination of the term established in them.

3. To the Ministry of Industry and Trade of the Russian Federation in 3-month time to develop together with the interested federal executive bodies and to provide to the Government of the Russian Federation:

the draft of the list of the documents in the field of standardization containing rules and methods of researches (testing) and measurements, including the rules of sampling necessary for application and execution of the technical regulation and implementation of assessment of conformity;

the list of goods (products) which are subject to obligatory confirmation of conformity to requirements of the technical regulation and which require confirmation of carrying out obligatory certification in case of release on customs area of the Russian Federation.

The technical regulation about safety of the equipment for work in explosive environments

I. General provisions

1. This technical regulation establishes:

group of the equipment for work in explosive environments;

classification of explosive zones;

level of protection against explosion of the equipment for work in explosive environments (level of explosion protection of the equipment), types of its explosion protection;

requirements to the equipment for work in explosive environments taking into account danger of damnification which accomplishment ensures safety of its application in explosive environments;

assessment procedure of compliance.

2. This technical regulation is accepted for the purpose of:

1) protection of life or health of citizens, property of physical persons or legal entities, state-owned or municipal property;

2) environmental protections, life or health of animals and plants;

3) preventions of the actions misleading acquirers;

4) ensuring energy efficiency.

3. Object of technical regulation according to this technical regulation is the equipment for work in explosive environments (the machine, the device, stationary or portable installation, element of their management systems, protection, the device providing protection, the instrumentation) used for development, transfer, storage, measurement, control and transformation of energy.

Action of this technical regulation extends to electric (electric equipment) and not electric equipment for work in explosive environments.

4. Action of this technical regulation does not extend on:

1) the equipment for work in explosive environments intended for application in the medical purposes;

2) means of communication, except for the means of communication intended for application in explosive environments as a part of technological communication networks;

3) individual remedies (except the individual means of explosion protection intended for application in underground developments of mines and mines);

4) ocean ships, vessels internal and mixed (the river - the sea) swimmings, portable sea platforms and drilling platforms for work in sea and internal waters, other watercrafts, and also machines and the equipment used on them.

5. Provisions of this technical regulation are obligatory for execution during the designing, production, installation, adjustment, operation, maintenance, repair, storage, transportation, realization, utilization of the equipment for work in explosive environments and modification of design of the equipment for work in explosive environments on hazardous production facilities.

6. Release into the stream of commerce and the address of the equipment for work in explosive environments which is not conforming to requirements of this technical regulation is forbidden.

7. The national standards, sets of rules containing requirements for safety of the equipment for work in explosive environments, methods of its testing, procedure and conditions of application belong to regulating documents on safety of the equipment for work in explosive environments (regulations and rules).

8. The requirements to electric safety, mechanical safety, thermal safety, fire safety, electromagnetic compatibility, unity of measurements shown concerning the equipment for work in explosive environments establish the corresponding technical regulations.

9. For the purposes of this technical regulation the basic concepts, the stipulated in Clause 2 Federal Laws "About Technical Regulation", by article 1 of the Federal law "About Industrial Safety of Hazardous Production Facilities", article 2 of the Federal law "The Technical Regulation about Requirements of Fire Safety", and also the following basic concepts are used:

"emergency operation" - the mode in case of which electric and mechanical characteristics of the equipment for work in explosive environments go beyond the restrictions specified by the manufacturer in technical documentation;

"explosion protection type" - the special measures provided in the equipment for work in explosive environments of different levels of explosion protection for the purpose of prevention of ignition of the surrounding explosive environment;
