About approval of National strategy of regional development
Based on the Law No. 438-XVI of December 28, 2006 on regional development in the Republic of Moldova (The official monitor of the Republic of Moldova, 2007, No. 21-24, of the Art. 68), with subsequent changes, and also for the purpose of effective promotion of state policy in the field of regional development DECIDES: the Government
1. Approve the National strategy of regional development it (is applied).
2. To the ministries and other central administrative authorities within competence:
provide realization of provisions of the specified Strategy;
inform the Ministry of Construction and Regional Development once in half-year, to the 15th following after completion of half-year on the course of accomplishment of provisions of Strategy, including on need of updating of the planned purposes.
3. To the Ministry of Construction and Regional Development to perform monitoring of implementation of Strategy and to represent to National coordination council on regional development semi-annual reports, to the 30th following after completion of half-year, and the State office - annual statements till February 15 about accomplishment of this Resolution.
4. Item 19 of the Regulations on forming and use of means of the National Regional Development Fund approved by the Order of the Government No. 127 of February 8, 2008. "About measures for accomplishment of the Law No. 438-XVI of December 28, 2006 on regional development in the Republic of Moldova" (2008, 200), with subsequent changes and amendments, to state the official monitor of the Republic of Moldova to No. 34-36, of the Art. in the following edition:
"19. Assessment and selection of programs and projects which will be financed by fund are performed by the valuation committee consisting from:
a) the representative of National council who is commission chairman;
b) representative of the State office;
c) representative of the Ministry of Construction and Regional Development;
d) representative of the Ministry of Economics;
e) representative of the Ministry of Finance;
f) representative of the Ministry of the environment;
g) two technical experts - specialists in areas, relevant for the projects which are subject to assessment".
5. To impose control over the implementation of this Resolution on the Ministry of Construction and Regional Development.

1. The national strategy of regional development (in dalneyshemstrategiya) is the main planning document of regional development which reflects national policy and establishes national mechanisms in this area.
2. Provisions of Strategy determine the purposes and tasks for the medium-term period which should be executed for realization of policy of regional development, to the corresponding policy of the European integration of the Government and bilateral agreements the Republic of Moldova - the European Union. The concept and the purpose of policy of regional development is answered experience of the European countries and are entered in the Program of neighborliness.
3. For the purpose of this Strategy the concepts given in the Law No. 438-XVI of December 28, 2006 on regional development in the Republic of Moldova are used.
4. This Strategy is developed proceeding from need of strategic planning of implementation process of the coordinated actions necessary for development of the country. At the same time in case of development of Strategy the existing legislations and strategy, achievements and the gaps which are earlier realized strategic the politician were considered. Thus, tasks, actions and actions of Strategy were established in the context of application of provisions of the Law No. 438-XVI of December 28, 2006 on regional development in the Republic of Moldova.
5. For the purpose of the integrated coordinating of process of sectoral planning the politician in the field of social and economic development Strategy was correlated to the documents relating to the entered politicians. Therefore, it is operational successor of actions of the National development strategy approved by the Law No. 259-XVI of December 21, 2007 with reference to regional development. Actions of this Strategy support operational realization of the provisions of the National development strategy concerning actions for support of the balanced and sustainable social and economic development in all territory of the country.
Policy of regional development of the Republic of Moldova
6. The law No. 438-XVI of December 28, 2006 on regional development in the Republic of Moldova establishes the main objectives and the principles, institutional basis and planning tools of regional development. According to the specified law the main objectives of regional development are:
a) achievement of the balanced and sustainable social and economic development in all territory of the Republic of Moldova;
b) reducing imbalance of levels of social and economic development of regions and in them;
c) consolidation of financial, institutional and human potential for the purpose of social and economic development of regions;
d) support of the activities of bodies of local public authority and local communities aimed at the social and economic development of settlements and coordination of their interaction with national, sectoral, regional strategy and development programs.
7. This Strategy identifies regional development as one of five national priorities included in the National development strategy, pursuing overall objective of realization of the balanced and sustainable social and economic development in all territory of the Republic of Moldova by correlation of efforts in regions of development.
8. Strategy plans the following medium-term tasks of policy of regional development:
a) balanced participation of all regions in social and economic development of the country;
b) acceleration of development of the small cities as "growth poles" of regions;
c) development of rural economy and gain in productivity of agricultural industry;
d) development and upgrade of regional infrastructure and promotion of public and private partnership;
