About procedure for carrying out additional medical examination of the working citizens

According to Item 5 of Rules of provision from the budget of Federal Compulsory Health Insurance Fund of subsidies to budgets of territorial funds of compulsory medical insurance on carrying out additional medical examination of the working citizens approved by the order of the Government of the Russian Federation of December 31, 2010 N 1228 (The Russian Federation Code, 2011, N 3, to the Art. 552), I order:

1. Approve:

Procedure and amount of carrying out additional medical examination of the working citizens according to the appendix N 1;

the accounting form N 131/u-DD-10 "The accounting card of additional medical examination of the working citizen" according to the appendix N 2;

the N 12-D-1-10 form of "Data on additional medical examination of the working citizens" according to the appendix N 3;

the N 12-D-2-10 form of "Data on results of additional medical examination of the working citizens" according to the appendix N 4.

2. Establish the standard rate of costs for carrying out additional medical examination of one working citizen in 2012 - 1418 rubles.

3. The means received by the medical organizations participating in program implementation of the state guarantees of rendering to citizens of the Russian Federation of free medical care (further - the medical organizations), on carrying out additional medical examination of the working citizens (further - additional medical examination), go them for compensation of the health workers participating in carrying out additional medical examination of the working citizens (except for therapists of district police officers, general practitioners (family doctors), nurses of local therapists of district police officers, nurses of general practitioners (family doctors), on acquisition of the consumable materials necessary for carrying out additional medical examination of the working citizens, compensation of health workers of the medical organizations, the working citizens attracted to carrying out additional medical examination and on acquisition of consumable materials according to the agreements signed by the medical organizations performing additional medical examination of the working citizens with the medical organizations having the license for implementation of missing work types (services).

4. Recommend to executive bodies of subjects of the Russian Federation to carry out in the field of health care work on the organization of carrying out additional medical examination together with territorial funds of compulsory medical insurance in this connection:

determine the organizations which employees are subject to additional medical examination in 2012, to constitute the lists of names of workers (verified with the employer) with indication of birth date, professions, positions and to send them to the medical organizations performing additional medical examination.

determine the medical organizations which are providing out-patient polyclinic medical care and having the license for medical activities including works (services) in specialties: "therapy", "ophthalmology", "neurology", "obstetrics and gynecology", "surgery", "radiology", "clinical laboratory diagnostics" ("laboratory diagnostics") and "functional diagnostics", for implementation of additional medical examination. In case of absence at the medical organization performing additional medical examination, licenses for medical activities for the separate work types (services) necessary for carrying out additional medical examination in full to determine the medical organization having the license for required work types (services) for the conclusion between the specified medical organizations of the agreement on involvement of the corresponding health workers to carrying out additional medical examination;

approve the scheduled plans and time of carrying out additional medical examination developed by the medical organizations participating in its carrying out;

bring data on the medical organizations performing carrying out additional medical examination to heads of the organizations which workers are subject to additional medical examination;

represent to the Ministry of Health and Social Development of the Russian Federation reports by results of carrying out additional medical examination in the N 12-D-1-10 and 12-D-2-10, forms the approved this order, at the scheduled time.

5. Declare invalid the order of the Ministry of Health and Social Development of the Russian Federation of February 24, 2009 of N 67 N "About procedure for carrying out in 2009 for additional medical examination of the working citizens" (it is registered by the Ministry of Justice of the Russian Federation on March 18, 2009 N 13542), except for the paragraph of the 6th Item 1.

6. To impose control of execution of this order on the deputy minister of health care and social development of the Russian Federation V. I. Skvortsova.

Procedure and amount of carrying out additional medical examination of the working citizens

1. This Procedure regulates the questions connected with carrying out additional medical examination of the working citizens insured in system of compulsory medical insurance (further - additional medical examination, compulsory health insurance), and also establishes amount of carrying out additional medical examination.

2. Additional medical examination of the working citizens is carried out by the medical organizations participating in program implementation of the state guarantees of rendering to citizens of the Russian Federation of free medical care (further - the medical organizations), except for the federal budget institutions of health care which are under authority of Federal Medical Biological Agency.

3. Additional medical examination is directed to early detection and prevention of diseases, including socially important.

4. Additional medical examination is carried out by specialists doctors with carrying out laboratory and functional researches in the following объеме*:

obstetrician-gynecologist,

surgeon,

neurologist,

ophthalmologist;

laboratory and functional researches:

clinical blood test;
