About approval of Industrial safety rules for employees of theaters and concert halls

According to the Law of Ukraine "About labor protection" I ORDER:

1. Approve Industrial safety rules for employees of theaters and concert halls (further - Rules) (are applied).

2. With entry into force of the order to consider not applied in the territory of Ukraine "Safety regulations to theaters and concert halls", the Ministries of culture of the USSR approved by the order of 23.05.79.

3. To provide to the head of department of the organization of the state supervision in the AIC and the welfare sphere Tkachyov V. S. within five days submission of this order on state registration in the Ministry of Justice of Ukraine.

4. To the head of department of normative and legal and legal providing Prokhorov V. V. to enter the order in the State register of regulatory legal acts on labor protection and to place on the web page of Gosgorpromnadzor.

5. To the assistant department head of personnel, clerical work and special work Kravtsu V. Yu. provide publication of the order in mass media.

6. To impose control over the implementation of this order on the First Deputy Chairman of Gosgorpromnadzor Dengin A. P.

7. This order becomes effective from the date of its official publication.

Industrial safety rules for employees of theaters and concert halls

I. General provisions

1. Industrial safety rules for employees of theaters and concert halls (further - Rules) extend to institutions, organizations, the organizations of theaters and concert halls (further - culture institutions) which are operated, under construction, designed irrespective of patterns of ownership and departmental subordination.

Rules are obligatory for accomplishment by officials and other workers within the tasks assigned to them and functional obligations.

2. Training and examination concerning labor protection of workers are carried out according to the Standard regulations on procedure for carrying out training and examination concerning labor protection approved by Gosnadzorokhrantrud's order of Ukraine of 26.01.2005 of N 15, NPAOP 0.00-4.12-05 registered in the Ministry of Justice of Ukraine 15.02.2005 for N 231/10511, (further - NPAOP 0.00-4.12-05).

3. In institutions of culture security services of work according to the Standard regulations on security service of work approved by Gosnadzorokhrantrud's order of Ukraine of 15.11.2004 of N 255, NPAOP 0.00-4.21-04 registered in the Ministry of Justice of Ukraine 01.12.2004 for N 1526/10125, are created (further - NPAOP 0.00-4.21-04).

4. Accidents in institutions of culture are investigated according to the Procedure for investigation and accounting of accidents, occupational diseases and accidents on production approved by the resolution of the Cabinet of Ministers of Ukraine of 25.08.2004 N 1112 (NPAOP 0.00-6.02-04).

5. In institutions of culture it is necessary to observe single procedure for the organization and carrying out preliminary (during acceptance for work) and periodic (during labor activity) medical examinations of the workers occupied on hard work, at works with harmful or dangerous working conditions or such where there is need for professional selection, and also annual obligatory medical examination of persons aged till 21 year according to the Procedure for performing medical examinations of workers of certain categories approved by the order of the Ministry of Health of 21.05.2007 of N 246, registered in the Ministry of Justice of Ukraine 23.07.2007 for N 846/14113.

II. Determination of terms

1. General provisions

1.1. Planning, building, improvement of the territory are performed according to requirements "Planning and building of residential and rural locations" DBN B.1.1-12:2006, "Of the street and road of settlements" DBN B.2.3-5-2001, "Public buildings and constructions. Illumination of the territory of institutions of culture, factory and auxiliary buildings and rooms should be provided according to requirements of the State construction regulations "Natural and artificial lighting" approved by the order of the Ministry of Construction, Architecture and Housing of Ukraine of 15.05.2006 N 168 (DBN B.2.5-28-2006)

For protection of workers against excessive insolation in case of natural lighting it is necessary to use sun-protection blinds, curtains, etc.

 

2. Requirements of safe use of the territory

2.1. The territory of institutions of culture needs to be equipped according to the existing requirements of regulatory legal acts.

2.2. Entrances and drives in the territory of institutions of culture are equipped so that there was opportunity to deliver scenery special motor transport.

2.3. Roofs of buildings of institutions of culture in winter time need to be cleared of snow (except for roofs with soft roof in case of zero bias). Eaves of buildings, especially from approach of the audience, it is necessary to clear of ice and icicles.

Works on cleaning of roof of snow, suspension brackets of light registration of the building need to be made according to the Industrial safety rules during execution of works at height approved by the order of Gosgorpromnadzor of 27.03.2007 of N 62, registered in the Ministry of Justice of Ukraine 04.06.2007 for N 573/13840.

2.4. The territory of the economic yard of institutions of culture needs to be equipped according to requirements of the existing regulatory legal acts. The yard shall be asphalted and be lit in evening and night time.

2.5. Scenery, other materials shall be stored in special warehouses under canopies or on the specially allotted platforms caused in instructions of institutions of culture. It is not allowed to encumber drives and approaches to scenery and other materials.

2.6. Rooms of the warehouses located in the territory of the economic yard for storage of scenery, other theatrical, concert property and materials shall be equipped taking into account requirements of fire safety and these Rules.

2.7. It is not allowed to arrange platforms for outdoor storage of scenery, other theatrical, concert property and materials in the locations of viewing wells, underground communications.

2.8. The material necessary for production of scenery can be stored in the territory of the yard with observance of such requirements:

pipes steel big diameters - in stacks height to m 1,5 with laying and trailer emphasis; small diameters - on racks height to m 1,5;

timber - in stacks which height constitutes no more than a half of their width in case of ordinary stacking and when stacking in cages - there is no more than width of stack.

2.9. For disassembly of stacks height of more 1,5 of m needs to use stage.

2.10. Cylinders with the compressed gases are stored according to requirements of the existing regulatory legal acts for labor protection.

2.11. In the territory of the yard there shall be sources of fire-water supply (fire hydrants, reservoirs, etc.) and telephone communication with premises of administration.

 

3. Requirements of safe use of buildings and rooms

3.1. Factory buildings and constructions are operated according to requirements of the Regulations on safe and reliable operation of factory buildings and constructions approved by the order of the State Committee for Construction of Ukraine and Gosnadzorokhrantrud of Ukraine of 27.11.97 N 32/288, registered in the Ministry of Justice of Ukraine 06.07.98 for N 424/2864 (NPAOP 45.2-4.01-98).

3.2. In rooms it is necessary to provide possibility of wet cleaning of surfaces of communications, heating devices and to daily carry out wet cleaning.

3.3. The grounded designs which are in rooms (electric heaters, water pipes, cables with the grounded open screen, etc.) shall be reliably protected by dielectric guards or grids from accidental prikasaniye to them.

3.4. Fire automatic equipment of buildings and constructions", approved by the order of the State Committee for Construction of Ukraine of 28.10.98 N 247 (further - DBN B.2.5-13-98), and fire extinguishers according to requirements of the Fire safety regulations in Ukraine approved by the order of the Ministry of Emergency Situations of Ukraine of 19.10.2004 of N 126, registered in the Ministry of Justice of Ukraine 04.11.2004 for N 1410/10009 (further - NAPB A.01.001-2004), Standard regulations of accessory of the fire extinguishers approved by the order of the Ministry of Emergency Situations of Ukraine of 02.04.2004 of N 151, registered in the Ministry of Justice of Ukraine 29.04.2004 for N 554/9153 (NAPB B.03.001-2004).

3.5. Halls for the audience in institutions of culture shall be comfortable and safe for finding of the audience in them. Evacuation passes shall provide free evacuation of the audience in case of fire or other risk.

3.6. For protection of workers against excessive insolation in case of natural lighting it is necessary to use sun-protection blinds, curtains, etc.
