About interregional cooperation

This Law determines the purposes, tasks, the principles, the directions and forms of activities, power of public authorities, state and territorial (administrative-territorial) and municipalities, the organizations and citizens in the field of interregional cooperation.

Article 1. Basic concepts

For the purposes of this Law the following basic concepts are applied:

interregional cooperation - coordinated actions of participants of interregional cooperation within the competence established by the national legal system and the conclusion of the contracts and agreements necessary for achievement of economic and social progress of regions;

the region - state and territorial (administrative-territorial) formation of the state;

participants of interregional cooperation - public authorities, state and territorial (administrative-territorial) and the municipalities, legal entities and physical persons, public organizations interacting with relevant organs of the government, administrative-territorial and municipalities, legal entities and physical persons, public organizations of foreign states within the competence established by the national legal system, international treaties and agreements on interregional cooperation;

the agreement on interregional cooperation - the agreement of authorities state and territorial (administrative-territorial) or the municipality with territorial communities or authorized bodies of foreign state with which there is no general border, regulating legal, organizational, economic, social and other aspects of interregional cooperation;

the project (program) of interregional cooperation - complex of actions of the participants of interregional cooperation directed to the solution of specific joint objectives at the level of the region;

the state support of development of interregional cooperation - set of decisions and actions of organizational, legal and financial nature of the central public authorities directed to projects implementation (programs) of interregional cooperation;
